“It was a reminder to everyone in the Council that fighting terrorism is a priority, and it could be considered constantly a priority. We should not forget that aspect. However winning - not only fighting but winning - in Syria, and in Iraq too but particularly in Syria, would require a political transition. Because that is the way through which we take away the water from those who are swimming in the terrorist environment.”

“There are some difficulties in ensuring that they could be part of the talks and one of them of course is to make sure that – they have been announcing that they are in favour of federalism for example, just to mention one. That is an issue with is provoking, on all sides in Syria, a reaction. And we will be finding a way to have their voice heard.”

“The UN can help the menu, but the menu needs to be done – like what was done with the cessation of hostilities – by the main stake holders. Now, why September and August? Well, there is an issue of legacy. There is an issue of history. And there is an issue about the UN wanting to feel also that they have done all what they can, with Ban Ki-moon who was the Secretary-General during this period, in order to make sure that every chance for solving this horrible conflict has been attempted.”

The United Nations (UN) Special Envoy for Syria said the bombing at Istanbul airport yesterday served as a reminder that fighting terrorism was a priority. He said defeating terrorism in Syria would require a political transition that would “take away the water from those who are swimming in the terrorist environment.”
Speaking to reporters in New York today (29 Jun), Staffan de Mistura said the UN did not have many strengths but one of the main ones was the power to convene. De Mistura said he was holding off on setting a date for the next round of intra-Syrian talks until he was sure that there was “sufficient critical mass” that would create a possibility of moving forward on a political translation by August.
He reminded correspondents that the next General Assembly in September will be the last which brings together Secretary-General Ban Ki-moon and President Barak Obama. The G-20 summit also set for September might also be the last meeting between President Obama and Russian counterpart Vladimir Putin. Asked if it would also be his last month as the Special Envoy, de Mistura said, “Well you should ask first of all my wife, because she has a strong say in what are my personal plans, secondly is the Secretary-General and the Security Council, and my own conscience of course.”
The Special Envoy said he was putting pressure on all parties to the Syrian conflict to realize the historic responsibility they bear. He the UN could help but the “menu” needed to be done by the main stake holder. De Mistura said the time lines being set were also an issue of “legacy” and the UN wanting to “feel also that they have done all what they can, with Ban Ki-moon who was the Secretary-General during this period, in order to make sure that every chance for solving this horrible conflict has been attempted.”
