United Nations Secretary-General Ban Ki-moon said time was running out for the two-state solution as Israel’s occupation of Palestinian land entered its 50th year.

Speaking to the Security Council today (12 Jul) Ban urged both the Palestinians and Israelis to begin discussions with the Quartet on implementing the recommendations it made in its report to restore hope in a political solution. Ban said the failure of Israeli and Palestinian leaders to advance peace has created a vacuum and allowed extremist voices to fill that space.

Ban asked how the systematic expansion of settlements and the denial of Palestinian development could be a response to violence. He said “every brick added to the edifice of occupation is another taken from Israel’s foundation as a majority Jewish and democratic state.” However, the Secretary-General reminded Palestinians who celebrated and encouraged attacks against innocent Israelis that they were not serving the interests of their people or peace. He said those responsible for recent terror attacks must be held accountable.

Palestinian ambassador Riyad Mansour said a Quartet report released earlier this month failed to acknowledge the gravity of the nearly-half century Israeli foreign occupation of Palestinian land. He expressed his government’s dismay regarding the report’s “glaring failure to appropriately deal with the ongoing criminal actions” of Israel. Mansour read a letter to the Council by a Palestinian father, Rafat Badran, whose son was shot by Israeli forces on June 21st. He shed tears as he read the father’s request to ensure that his son Mahmoud “is among the last of the lives taken.”

Israeli abmassador Danny Danon said this was a particularly troubling time for his country after several Israelis were killed in an attack on a restaurant, a man was killed on his way home from Shabat services, and a 13-year old girl was killed in her own bedroom. He asked, “What can drive a young boy to pick up a knife and repeatedly stab a 13-year old child sleeping in her own bed?” Danon said the “17-year old terrorist” was “a direct result of years of indoctrination in Palestinian Authority schools, hate broadcasts on official Palestinian Authority television, and more recently, calls to kill Jews in Facebook posts and Twitter feeds.” He said Palestinian officials have not condemned terror attacks against Israelis, but have rather glorified them. He called on the Palestinians leadership to “end their incitement” and return to the negotiating table.

Turning to Lebanon, the Israeli Ambassador said a decade after the 2006 war between his country and Hizbullah, the situation “has gone from bad to worse.” Danon said the implementation of Resolution 1701 which was adopted at the end of the 34-day war “never happened.” Danon said there were more “missiles hidden underground in the 10,000 square kilometres of Lebanon than there are above ground in the over 4 million square kilometres of all European NATO allies combined.”
Danon displayed to the Concil an aerial image of the Lebanese village of Shakra in which he said “one out of three buildings” has been turned into a military position by Hizbullah. He said, “Should Iran’s proxy Hizbullah make the miscalculation that it did in 2006, 10 years ago, Israel will be ready to defend its citizens in the most vigorous and forceful way possible.”
