Storyline

The United Nations nuclear energy agency has begun constructing a new laboratory that will enable it to better help countries use nuclear techniques, such as application of irradiation to sterilize insects, in the fight against pests, including mosquitoes that spread the Zika virus and other diseases.

The construction is part of the Renovation of the Nuclear Applications Laboratories project (ReNuAL), a plan to begin upgrading the eight IAEA Nuclear Sciences and Applications laboratories in Seibersdorf, Austria, which opened their doors in 1962, according to the International Atomic Energy Agency (IAEA).

Speaking to the Agency’s board of Governors in Vienna today (19 Sep), International Atomic Agency (IAEA) Director General Yukiya Amano said the virus “continues to spread and has now been confirmed in 70 countries. Latin America and the Caribbean have been especially hard hit, but countries as far apart as Singapore and Cape Verde have also reported cases.”

This year IAEA has been providing emergency support to help countries respond to outbreaks of Zika virus disease. Amano said, “The Agency has trained scientists from Member States in the use of the RT-PCR technique, which remains one of the most effective methods of rapid virus detection.”

In reference to the Democratic People's Republic of Korea (DPRK) nuclear test carried out earlier this month, Amano said “the nuclear test carried out by the Democratic People's Republic of Korea (DPRK) earlier this month was deeply troubling and regrettable.”

DPRK’s nuclear test was the second so far this year and the fifth since 2006.

He added it was “in clear violation of numerous UN Security Council resolutions and in complete disregard of the repeated demands of the international community.”

Amano urged the DPRK to fully implement all relevant resolutions of the UN Security Council and the IAEA. He said, “The DPRK should cooperate promptly with the Agency and resolve all outstanding issues, including those that have arisen during the absence of Agency inspectors from the country.”

On Iran, the head of the UN Atomic Agency said, “Iran continues to implement its nuclear-related commitments under the Joint Comprehensive Plan of Action. “

He noted that since his last report, Iran had submitted its declaration under the Additional Protocol, which it was applying provisionally, pending in its entry into force, adding that Iran’s declaration were being evaluated by the Agency.

Amano also said, “The Agency continues to verify the non-diversion of nuclear material declared by Iran under its Safeguards Agreement. Evaluations regarding the absence of undeclared nuclear material and activities for Iran continue.”

The Board, which meets five times a year at the IAEA headquarters in Vienna, Austria, is one of the IAEA's main policy making bodies.
