2. Wide shot, General Assembly
3. Various shots, Secretary-General Ban Ki-moon and IOM Director-General William Lacy Swing sign agreement
4. SOUNDBITE (English) Ban Ki-moon, Secretary-General, United Nations:
“Acting together we can respond to rising xenophobia and turn fear into hope. I call on world leaders to join this campaign and commit together to upholding the rights and dignity of everyone forced by circumstance to flee their home in search of a better life.”
5. Wide shot, audience
6. SOUNDBITE (English) William Lacy Swing, Director-General, International Organization for Migration (IOM):
“Widespread, growing anti-migrant sentiment and policies have led to the cruel irony that those fleeing terrorism and fleeing armed conflict are themselves now accused of terrorism and criminality in the public mind of many.”
7. Wide shot, World Bank President Jim Yong Kim walks up to the podium
8. SOUNDBITE (English) Jim Yong Kim, President, World Bank:
“In Jordan and Lebanon, we are bringing to our board in the coming weeks our first operational projects using concessional finance for middle income countries. In Jordan we want to help create special economic zones to generate in excess of 200,000 new jobs for Jordanians and Syrian refugees. In Lebanon we are planning an education project to allow 200,000 Syrian children to enrol in Lebanese public schools.”
9. Wide shot, High Commissioner for Refugees Filippo Grandi walks up to the podium
10. SOUNDBITE (English) Filippo Grandi, High Commissioner for Refugees, United Nations:
“The New York declaration marks a political commitment of unprecedented force and resonance. It fills what has been a perennial gap in the international protection system, that of truly sharing responsibility for refugees in the spirit of the United Nations Charter.”
11. Med shot, delegates
12. SOUNDBITE (English) Zeid Ra'ad Zeid Al-Hussein, United Nations High Commissioner for Human Rights:
“This summit cannot be reduced to speeches and feel-good interviews, a dash of self-congratulation, and we move on. When millions of people see freedom’s invitation only through the flapping canvas of a tent, when they carry their children and their possessions on their backs, walking hundreds, perhaps even thousands of miles, when they and their families risk drowning and are kept cramped in appalling detention centres and once released risk abuse by racists and xenophobes.”
13. Pan left, audience applause
14. Med shot, Swing at the microphone
15. SOUNDBITE (English) William Lacy Swing, Director-General, International Organization for Migration (IOM):
“We are in the middle of a perfect storm. We have more people on the move than in any time in recorded history. Unfortunately at least 65 million of those are forced to move. Those numbers are growing and will continue to grow. We are also facing a series of simultaneous, complex and very protracted humanitarian emergencies. We see no end in sight. We see no viable political process or active negotiations that offer any promise of solving any of these in the short to medium term.”

Storyline

World leaders came together at the United Nations General Assembly today (19 Sep) to adopt the New York Declaration for Refugees and Migrants which expresses the political will of world leaders to protect the rights of refugees and migrants, to save lives and share responsibility for large movements on a global scale.

Also today, the Secretary-General and the Director-General of the International Organization for Migration signed the new agreement by which International Organization for Migration (IOM) becomes a related organisation of the United Nations, thus strengthening the comprehensive global approach to migration.

As called for in the Declaration, the Secretary-General also launched a new campaign called “Together – Respect, Safety and Dignity for All” to “respond to rising xenophobia and turn fear into hope.”

He called on world leaders “to join this campaign and commit together to upholding the rights and dignity of everyone forced by circumstance to flee their homes in search of a better life.”

IOM Director-General William Lacy Swing said “widespread, growing anti-migrant sentiment and policies have led to the cruel irony that those fleeing terrorism and fleeing armed conflict are themselves now accused of terrorism and criminality in the public mind of many.”

World Bank President Jim Yong Kim announced actions being taken by the organization including “in Jordan and Lebanon, we are bringing to our board in the coming weeks our first operational projects using concessional finance for middle income countries. In Jordan we want to help create special economic zones to generate in excess of 200,000 new jobs for Jordanians and Syrian refugees. In Lebanon we are planning an education project to allow 200,000 Syrian children to enrol in Lebanese public schools.”

High Commissioner for Refugees, Filippo Grandi, said the New York declaration “marks a political commitment of unprecedented force and resonance. It fills what has been a perennial gap in the international protection system, that of truly sharing responsibility for refugees in the spirit of the United Nations Charter.”

High Commissioner for Human Rights Zeid Ra'ad Zeid Al-Hussein said the summit “cannot be reduced to speeches and feel-good interviews, a dash of self-congratulation, and we move on.”

He said “when millions of people see freedom’s invitation only through the flapping canvas of a tent, when they carry their children and their possessions on their backs, walking hundreds, perhaps even thousands of miles, when they and their families risk drowning and are kept cramped in appalling detention centres and once released risk abuse by racists and xenophobes.”

Outside the GA, Swing said “we are in the middle of a perfect storm.

By adopting the New York Declaration, Member States are making bold commitments including: to start negotiations leading to an international conference and the adoption of a global compact for safe, orderly and regular migration in 2018; to develop guidelines on the treatment of migrants in vulnerable situations; to achieve a more equitable sharing of the burden and responsibility for hosting and supporting the world’s refugees by adopting a global compact on refugees in 2018.
