Colombian president Juan Manuel Santos today (21 Sep) handed over the Security Council a copy of the peace agreement that ended over fifty years of internal armed conflict in the South American country.
Speaking at the Security Council meeting, Secretary-General Ban Ki-moon said “at a time of armed conflicts in many other places peace in Colombia sends a powerful message of hope to the world.”
President Santos told member States the agreement was a “sui generis agreement because it’s probably the first time that two parties have produced an agreement to establish a special peace jurisdiction, peace court and be submitted to that.”
He also said it was the first time that the victims’ rights had been placed at the centre of the solution to the conflict, adding “their rights to truth, to justice, to reparation and to non-repetition.”
Santos pointed out that the peace agreement has a special gender chapter to give the same rights to women and to men, adding in “we are emphasizing that particular aspect.”
Later, speaking at the General Assembly, the Colombian president said “I return to the United Nations today on the international day of peace to announce with all the strength of my voice and my heart that the war in Colombia has ended.”
“This is the first in history of the resolution of armed conflicts in the world that a government and an illegal armed group have agreed to submit to transitional justice through an agreement not through external imposition. Those responsible for international crimes and for the most serious crimes will be investigated, judged and sanctioned.”
Santos noted that the Peace Agreement will be officially signed on September 26th in Cartagena and then “the people of Colombia will approve it through a plebiscite on October 2nd.”
