“The attacks on airports in Brussels and Istanbul, the destruction of the Russian Metrojet, aircraft over Sinai last year, and the explosion on board Daalo Airways flight from Mogadishu in February, all these outrages pose a serious threat to international peace and security. All are stark reminders of how civil aviation faces an evolving danger from terrorists who probe relentlessly for jinks in our collective armour.”

“The Malaysia Airlines Flight MH17 has been shot down by terrorists in the sky over the eastern part of Ukraine killing 298 people. And this terrible atrocity is a potent reminder of the gravity of threat to the civil aviation from terrorist groups armed with sophisticated weapons. In this regard, I would like to underscore the need for a full implementation of resolution 2166 in particular with regard to the Security Council demand to bring to account those responsible for this incident.”

Adopting a resolution today (22 Sep) on threats to international peace and security caused by terrorist acts, the Security Council called on states to work within the UN’s International Civil Aviation Organization (ICAO) to ensure that its international security standards are reviewed and adapted to effectively address the threat posed by terrorist targeting of civil aviation.
The Secretary of State of the United Kingdom, Boris Johnson, recalled the recent attacks on airports in Brussels and Istanbul, as well as on a Russian Metrojet flight over Sinai and a Daalo Airways plane from Mogadishu, and said “all are stark reminders of how civil aviation faces an evolving danger from terrorists who probe relentlessly for jinks in our collective armour.”
Johnson said “the terrorists will not relent in their efforts attack civil aviation. So, we must never cease to persevere together to thwart their evil designs.”
He said “air travel is one of the greatest liberators the human race has ever known” and the British sponsored resolution “will help us to continue to enjoy that freedom in safety.”
Ukrainian Foreign Minister Pavlo Kiimkin recalled the downing of Malaysia Airlines Flight MH17 over the eastern part of Ukraine in 2014, killing 298 people.
Kiimkin said “this terrible atrocity is a potent reminder of the gravity of threat to the civil aviation from terrorist groups armed with sophisticated weapons.”
He underscored “the need for a full implementation of resolution 2166 in particular with regard to the Security Council demand to bring to account those responsible for this incident.”
Russian Ambassador Vitaly Churkin said “a great deal of time has passed but of course the criminal investigation has not been concluded yet and it is carried out in a closed format. At the end of the meeting, Ukrainian representative Eduard Fesko responded by saying “if it were not for the Russian weapons, for the presence of the Russian troops, for the sustained effort to fuel a military conflict in the Donbas region, we would not have to discuss the MH17 downing.”
For his part Russian representative Evgeniy Zagaynov, issuing a response, said “I would call upon you to join this very important work rather than attempting to continue to speculate around this topic and the human tragedy which has taken place for political purposes.”
Today’s resolution calls on all states to strengthen and promote the effective application of ICAO standards and recommended practices, and to assist ICAO in continuing to enhance audit, capacity development and training programmes in order to support their implementation.
