“The French proposal is very hastily put together and I frankly believe that this is designed not to make progress and take the situation out of the current stalemate or not to help Staffan de Mistura, but to cause a Russian veto, which I tried to explain it is unprecedented for the members of the Council to ask a permanent member of the Security Council to limits its own activities. You know, there are certain things which we might do or not do, we may fly or not fly, but definitely they cannot expect that we’ll go there through a demand by the Security Council so I’m supposed to vote for a demand when then our military will have to comply with.”

As I say, I have the suspicion that the real motive is to cause a Russian veto, even though from the outset where I was told by French colleagues that was not their real intension, but unfortunately I have to get used to work under strange circumstances.”

“To me the most upsetting thing about it is that, as I said, there are other ways of doing it; and there is an initiative which is much more important, de Mistura’s initiative, an initiative which could be flash out and supported by the Security Council, but they have their own political domestic or whatever ambitions. They might go ahead and do it, which in my view is going to be regrettable.”

“Staffan de Mistura was crystal clear. It could not be clearer. He spoke about a ‘cri du coeur’ and his message to the Security Council was you must act and you must act now. That was a very clear message from Staffan de Mistura that only confirms the Franco-Spanish initiative.”

“I think there was a very strong support to the Franco-Spanish initiative during the meeting of the Security Council from basically every member of the Council. So, based on all this we feel only comforted. There is no time to waste. There is an absolute emergency in Aleppo, which is bombed time and again as we speak, where civilians are killed literally every hour, so there is no time to waste and –as I told you- we’ll go in the coming hours and minutes actually to put in blue our draft resolution.”

Russian Ambassador Vitaly Churkin said the French-Spanish draft resolution calling for a cease-fire in Aleppo was "very hastily put together” adding that he believed it was designed “to cause a Russian veto.”

The French draft resolution –co-sponsored by Spain- also requests a no-fly zone and the grounding of all aircraft over the Syrian city of Aleppo.

Speaking today (7 Oct) to reporters after the UN envoy for Syria Staffan de Mistura briefed the Council behind closed doors, Churkin said “it is unprecedented for the members of the Council to ask a permanent member of the Security Council to limits its own activities.”

He added “there are certain things which we might do or not do, we may fly or not fly, but definitely they cannot expect that we’ll go there through a demand by the Security Council so I’m supposed to vote for a demand when then our military will have to comply with.”

Churkin noted that the proposal was not right for adoption, stressing “I have the suspicion that the real motive is to cause a Russian veto, even though from the outset where I was told by French colleagues that was not their real intension, but unfortunately I have to get used to work under strange circumstances.”

UN envoy Staffan de Mistura’s proposal calls for an al-Qaida-linked militant faction to leave Aleppo in exchange for a halt to Russian and Syrian government bombardment.

Also speaking to reporters, French ambassador Francois Delattre said “Staffan de Mistura was crystal clear. It could not be clearer. He spoke about a ‘cri du coeur’ and his message to the Security Council was you must act and you must act now. That was a very clear message from Staffan de Mistura that only confirms the Franco-Spanish initiative.”

He also said that during the meeting there was a strong support to the draft resolution from “basically every member” of the Council. He added “based on all this we feel only comforted. The Security Council is expected to meet on Saturday (8 Oct) to vote on the draft resolution.
