United Nations (UN) Secretary General Ban Ki-moon said Saturday’s bombing of a funeral in Yemen was a “heartless attack on civilians and an outrageous violation of international humanitarian law.”
Speaking to reporters in New York today (10 Oct), Ban said aerial attacks by the Saudi-led coalition have already caused “immense carnage” and initial reports indicated that “this, too, was a coalition attack.” He said excuses “ring hollow” given the pattern of violence throughout the conflict. Ban called on the Human Rights Council to take action and establish an independent inquiry body to investigate violations of human rights and humanitarian law in the Yemeni conflict.
The Secretary-General said “well over 20 million Yemenis” were in need of humanitarian assistance and urged the international community to increase its support as the most recent UN appeal for the country was only half funded. Ban said humanitarian relief however was not a substitute for political action was and called for a “cessation of hostilities as the only way to protect civilians.”
Ban expressed his solidarity with the people of Haiti in the aftermath of hurricane Matthew as “some towns and villages have been almost wiped off the map.” He said the UN allocated an initial five million dollars from the Central Emergency Response Fund and launched a $120 million flash appeal to respond to the crisis over the next three months. Ban said the storm increased the risk of waterborne diseases such as cholera which makes it “even more vital to significantly step up our support and to do so right now.”
Responding to a question on the situation in Syria, the Secretary-General said the situation in Aleppo was “heart breaking”. He expressed his disappointment that the Security Council “failed to unite” in adopting a resolution regarding the situation in the city. He said, “There is no such time to debate and disagree on what the Security Council should take action. This answer is evidently clear. They have to work to protect human lives, to bring this matter to a political solution.”
Ban said restoring the cessation of hostilities was important to “build trust” among the parties. He said bombing, in Aleppo or elsewhere, “must be stopped immediately” and reiterated that there was no alternative to political dialogue to end the conflict. Ban urged the Security Council again to bring the situation in Syria to the International Criminal Court.
On Saturday, the Security Council failed to adopt a resolution on the situation in Aleppo. A draft resolution put forward by France and Spain received a majority eleven votes in favour but was vetoed by the Russian Federation. Russia also put forward a resolution on the matter but that draft, with only four votes in favour, was also not adopted.
