United Nations (UN) Secretary-General Ban Ki-moon called on member states to fulfil their “collective responsibility to protect", adding that "grave violations of human rights and international humanitarian law have been committed in Syria. Some of these may amount to war crimes and crimes against humanity.”

Speaking to delegates today (20 Oct),UN Secretary-General Ban Ki-moon said that accountability is a responsibility that must be upheld, adding that “members of the government who gave orders or were part of the chain of command must be brought to account. Others on the battlefield must also be brought into the halls of justice.”

UN Special Envoy Staffan de Mistura, speaking via. video conference in Geneva, clarified five points that could bring an end to the emergency in Aleppo.

On evacuation of the Al Nusra fighters, de Mistrua said “the evacuation of the fighters of Al Nusra, which are indeed listed as terrorist organization by the UN, and that does not apply however to the members of other non-terrorist organizations and armed groups’ present in Aleppo unless they want to leave. They could leave and should be leave with their weapons, from eastern Aleppo to an agreed place or places agreed.”

The Syrian Ambassador Bashar Ja’afari told the delegates that his country welcomes the convene of any meeting on Syria “as long as it aims to help the Syrian people and in honest manner instead of exploiting its suffering for political intervention agendas, especially by states that violate the severity of Syria through a so-called international collation against terrorism.”

He also addressed his concerns to the delegates, he said “how can the humanitarian situation of my country Syria improve while unilateral corrosive measures continue to be imposed on the Syrian people, the so-called sanctions. How can we improve the situation while mercenary foreign terrorists continue to flood our country through the border with Turkey? These terrorists were provided with the support from those these countries, the same countries have called for the convene of this meeting.”

United States (US) Ambassador Samantha Power said that the solution to end the conflict in Syria is “for Russia to stop using the privilege of holding a permanent seat on the UN Security Council to veto very resolution that demands an end to the attacks.”

According to UN, a Russian unilateral declaration of a humanitarian pause of 11 hours a day for four consecutive days, beginning today (20 Oct), will allow for the safe evacuation of 200 wounded residents from the devastated east of the Syrian city of Aleppo.

Secretary-General Ban Ki-moon also appealed to member states for the financial support in Haiti and to fulfil “moral duty to the people of Haiti.”
