Increased support of the civilian population for this and previous liberation operations speaks best about the fact that the liberation of Iraq is a fight of all Iraqi in their unity for the future of their country as the common house of all Iraqi people living together in justice, equality, peace, and tolerance. We witness the birth of a new Iraq.”

“I urge the Governments of Turkey and Iraq to tone down their rhetoric and accelerate their bilateral efforts to find a mutually acceptable resolution over this problem and related issues in a way that will fully respect the principles of sovereignty, territorial integrity and non-interference into the internal affairs of Iraq and to ensure that all activities that take place in Iraq are conducted in coordination and with the full agreement of the Government of Iraq while taking into account the security concerns of both countries.”

“The Turkish President is attempting to propagate division and vile sectarianism to weaken Iraq whose sons are achieving great victories against Da’esh’s (ISIL) terrorist gangs which are receiving logistical, human, financial, and health care support from the government in Ankara, which is trading Iraqi oil and Iraqi artefacts with Da’esh’s terrorist gangs.”

“We have called on your respected Council to take immediate steps to remove the Turkish forces, and based on this Foreign Minister Ibrahim Al Jaafari has informed the Secretary-General and the President of the Security Council in a letter dated 14 October 2016 that Iraq reserves the right to self-defence and to apply the rules of engagement with Turkish forces for their presence in areas close to engagement points with Da’esh’s terrorist groups.”

The United Nations’ (UN) top official in Iraq said the presence of Turkish troops on Iraqi territory remained unresolved and urged the two governments to “tone down their rhetoric.”
Speaking at the Security Council today (9 Nov), Ján Kubiš said the lack of progress on the issue was “disturbing” especially as the operation to liberate Mosul was underway. He called on the two governments to accelerate their efforts in resolving the issue in a way that would “fully respect the principles of sovereignty, territorial integrity and non-interference into the internal affairs of Iraq and to ensure that all activities that take place in Iraq are conducted in coordination and with the full agreement of the Government of Iraq while taking into account the security concerns of both countries.”
Kubiš said the fight in Mosul marked “the being of the end of the so-called Da’esh (ISIL) caliphate in Iraq.” He said the increased support of the civilian population in areas being liberated attested to “the fact that the liberation of Iraq is a fight of all Iraqi in their unity for the future of their country as the common house of all Iraqi people living together in justice, equality, peace, and tolerance.”
Iraqi Ambassador Mohamed Ali Alhakim said his country’s parliament recently voted to reject the Turkish incursion into its territory and considered the Turkish military in the Ba’shiqa camp “occupying enemy forces.” He said the parliament also condemned Turkish President Recep Tayyip Erdoğan’s “sectarian” statements. Alhakim claimed that Turkey was providing “logistical, human, financial, and health care support” to Da’esh while “trading Iraqi oil and Iraqi artefacts” with the terrorist group. He said his government “reserves the right to self-defence and to apply the rules of engagement with Turkish forces for their presence in areas close to engagement points with Da’esh’s terrorist groups.”
Alhakim said Turkish intentions in his country were “no longer hidden” after their claim that the Iraqi cities of Kirkuk and Mosul were Turkish and called on the Security Council to firmly address “these expansionist goals against a sovereign state and a founding member of the United Nations.”
