The United Nations (UN) Special Coordinator for the Middle East peace process Nickolay Mladenov told the Security Council that peace between Israelis and Palestinians required action by the parties and would not be achieved by “resolutions alone.”

Speaking via teleconference from Jerusalem today (17 Jan), Mladenov said despite the “relative tranquillity” of the Israeli-Palestinian conflict compared to developments in the region, “the spectre of violence was always near.” He condemned last week’s truck-ramming attack in Jerusalem which killed four Israeli soldiers and injured 17 others as an “act of cowardice” that was neither courageous nor heroic adding that it was “regrettable that some Palestinian factions and leaders have chosen to praise this attack, to glorify it, or have simple to ignore it.”

Mladenov said Resolution 2334 adopted last month “reiterated some of the key obstacles to achieving a negotiated two-state solution” including the construction of illegal settlements, terrorism, and incitement. He said calls for annexing part of the West Bank in the aftermath of the vote risked “destroying the prospects for peace.”

Palestinian ambassador Riyad Mansour said Resolution 2334 was “not anti-Israel; it is anti-settlements, anti-violence, anti-human rights violation” rather it was “clearly pro-peace, pro-international law, pro two states and thus pro-Palestine and pro-Israel.” Mansour said the resolution revived hope in peace prospects and convictions in international law and the Council’s “credibility.” He stressed that halting settlement activities should never be seen as a concession or pre-condition, rather it was about fundamental respect for international law, adding that Israel “must choose between occupation and peace.”

Israeli ambassador Danny Danon said the resolution “inspired the terrorist in Jerusalem” to carry out the truck-ramming attack. He said the resolution designated Israel’s presence in “the parts of Jerusalem which we liberated in 1967” as flagrant violation under international law and the Jewish people would “overcome empty statements and resolutions.”

Danon said the Security Council “may have thought” that the resolution would send a message to Israel but instead sent a message to Palestinians to raise the next generation to believe that “Zionism is a foreign occupying power that must be overthrown.” The Israeli ambassador said 70 nations met in Paris two days ago to discuss “how we (Israel) should make peace” adding, “What arrogance.”
