“We have this morning adopted a quite important resolution on extending the sanctions on the Central African Republic and the mandate of the panel of experts overseeing the sanctions for a year, and this off course should be seen in the context of a continuously difficult situation, with a fragile security situation and a reconciliation process that has encountered a few difficulties and that’s because there are armed groups and spoilers who are not supportive.”

Storyline

The Security Council today (27 Jan) unanimously adopted a resolution renewing the sanctions regime imposed on the Central African Republic (CAR) until 31 January 2018 and the mandate of the panel of experts assisting the CAR sanctions committee until 28 February 2018.

After the vote, CAR Ambassador Ambroisine Kpongo told the Council that the renewal of sanctions “is entirely justified by the persistent and very present threat of armed groups and against those who are trying to do everything they can to derail the process of stabilization and reconciliation.”

After the meeting, Swedish Ambassador Olof Skoog, President of the Council for the month of January, told reporters the renewal of sanctions “should be seen in the context of a continuously difficult situation, with a fragile security situation and a reconciliation process that has encountered a few difficulties and that’s because there are armed groups and spoilers who are not supportive.”

The security situation in the CAR has continued to be precarious and the government of President Faustin Archange Touadera has limited control outside the capital, Bangui.

Efforts to convince various armed groups to disarm have not gained traction, with factions of the Muslim-dominated ex-Séléka and Christian anti-Balaka rebel groups declining to give up their hold on large areas.
