The chairperson of the Joint Monitoring and Evaluation Commission for South Sudan (JMEC), Festus Mogae, “strongly” condemned “the violence, the killings, the human rights abuses and the destruction of homes by all armed groups around this country,” stressing that “those responsible must be held accountable for the continuous suffering of innocent civilians.”
Speaking at the opening of the March JMEC Plenary Wednesday (15 March) in Juba, Mogae said he was “also disappointed to learn that the CTSAMM team in Malakal was, on several occasions, denied freedom of movement by the SPLA-IG as they tried to investigate the fighting that took place in Wau Shilluk in early February.”
The JMEC chairperson went on to say that there has been no progress made on establishing chapter five mechanisms and institutions. He noted that the lack of progress on the establishment of the Hybrid Court for South Sudan is a matter of concern “given the escalation of the conflict.”
Mogae stressed that a formal declaration of famine implies that people have started to die of starvation. He however noted “there is a huge gap” between the required humanitarian assistance and the actual supply.
The JMEC chief also asked the government to review its decision to increase the work permit for humanitarian personnel from US$100 to between US$1,000 and US$10,000.
