“Today, I will take this opportunity to stress my Government's position of categorically and totally rejecting the United States and its vassal forces that called into the question of the DPRK's bolstering nuclear deterrence for self-defence as behaviour of undisguised encroachment and high-handed and outrageous interference to the internal affairs of the DPRK, and condemn in strongest terms once again the UN Security Council which played to the tune of the United States.”

“Before taking issue of the DPRK strengthening its self-defensive nuclear forces to counter the United States, the Security Council and the Secretariat of the United Nations should judge out calmly who really maintains the peace on the Korean peninsula and keep impartiality and prudence in dealing with international matters.”

North Korean ambassador to the UN Kim In Ryong said his Government “categorically and totally” rejected the United States and “its vassal forces that called into the question of the DPRK's bolstering nuclear deterrence for self-defence as behaviour of undisguised encroachment and high-handed and outrageous interference to the internal affairs of the DPRK (Democratic People’s Republic of Korea).”
Speaking to reporters in New York today (26 May), Kim confirmed his country had successfully carried out the test-launch of ground-to-ground medium-to-long range strategic ballistic missile Pukguksong-2 on Sunday, adding that this was a part of normal procedures to bolster the country’s military capabilities. He condemned the Security Council’s statement on the launch “which played to the tune of the United States (US).”
Kim also described statements made by UN officials as reckless which he said blindly followed the US. He called on the UN Secretariat to recognize those responsible for the critical situation on the Korean Peninsula adding that the US-South Korean joint military exercises were the root cause for bringing the region to the brink of war.
Kim renewed the DPRK’s call for the Security Council to discuss, as part of its emergency agenda, the joint military exercises adding that the UN Secretariat “turned its back to our fair requests, and rather picked a quarrel only with our legitimate exercise of the right to self-defence against the United States’ nuclear threats and blackmails as violation of the sanctions resolutions.” He said the UN Secretariat “has kept silent” regarding requests to organize an international forum of legal experts to clarify the legal grounds of the sanctions resolutions. Kim said his Government had made the request over 20 times through official letters, press statements, press conference, and interviews, and was disappointed the UN still did not make a decision to organize the forum.
The North Korean ambassador said the Security Council and the Secretariat should “judge out calmly who really maintains the peace on the Korean peninsula and keep impartiality and prudence in dealing with international matters” before taking issue of the DPRK strengthening its self-defensive nuclear forces to counter the United States.
