“As war is waged in towns and cities, we see children pulled from the rubble of their bombed schools; families buried in the remains of their homes; and markets, and places of worship and vital infrastructure reduced to dust. Women and girls, as well as men and boys, are subjected to horrific sexual violence with no recourse to treatment or to justice. In Syria, Afghanistan, South Sudan and elsewhere, a generation of children have known nothing but conflict for their entire lives. And every civilian has a right to safety and protection and we must all do everything we can to deliver on this right.”

“Conflict, violence and persecution have forced 65 million people from their homes, and together with natural disasters have pushed 142 million people to need humanitarian assistance for their survival and protection. But humanitarian and health workers and assets are attacked. It is not only they and their loved ones who suffer, but these 142 million people who are denied the assistance they need. International humanitarian and human rights laws were created to protect civilians in conflict, but in war zones the world over fighting parties flout their legal obligations, routinely killing civilians in direct and indiscriminate attacks and showing contempt for human life and dignity.”

Storyline

Marking World Humanitarian Day (WHD) Secretary-General António Guterres today (18 Aug) said “civilians in conflict are not a target” and stressed that “protecting civilians in conflict is a fundamental tenet of international humanitarian law.”

Speaking at UN at Headquarters during an event to mark the Day, Guterres said “in war zones all over the world, parties to conflict are flouting their obligations, routinely killing civilians in direct and indiscriminate attacks, and showing contempt for human life.”

The Secretary-General said “as war is waged in towns and cities, we see children pulled from the rubble of their bombed schools; families buried in the remains of their homes; and markets, and places of worship and vital infrastructure reduced to dust.”

In Syria, Afghanistan, South Sudan and elsewhere, her said, “a generation of children have known nothing but conflict for their entire lives” and stressed that “every civilian has a right to safety and protection and we must all do everything we can to deliver on this right.”

For his part, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Stephen O'Brien said that when humanitarian and health workers and assets are attacked, “it is not only they and their loved ones who suffer,” but also the 142 million people worldwide who need humanitarian assistance for their survival and protection.

O'Brien said “humanitarian and human rights laws were created to protect civilians in conflict, but in war zones the world over fighting parties flout their legal obligations, routinely killing civilians in direct and indiscriminate attacks and showing contempt for human life and dignity.”

Meanwhile, at a brief event held to mark WHD in South Sudan’s capital Juba, officials representing national and International aid workers pleaded for more access, security to do their work, and an end to the conflict in South Sudan.
