We are all aware of a long-standing history of discrimination, hopelessness and extreme poverty in that State. I have condemned the recent attacks by the Arakan Rohingya Salvation Army. But now we are receiving constant reports of violence by Myanmar’s security forces, including indiscriminate attacks. This will only further increase radicalization.”

UN Secretary-General António Guterres “unequivocally” condemned the latest nuclear and missile tests by the Democratic People’s Republic of Korea (DPRK) adding that the solution to the Korean crisis must be political as the “potential consequences of military action are too horrific.”

Speaking to journalists in New York today (05 Sep) Guterres described the DPRK’s recent actions as “profoundly destabilizing for regional and international security.” He said the country has “yet again” broken the global norm against nuclear test explosions and “needlessly and recklessly put millions of people at risk, including its own citizens already suffering drought, hunger and serious violations of their human rights.”

The Secretary-General stressed that the Security Council’s unity on the matter is crucial and called on the UN body to promote the necessary dialogue to “avoid miscalculation and misunderstanding.” He added, “Confrontational rhetoric may lead to unintended consequences.”

Guterres also expressed deep concern about the security, humanitarian and human rights situation in Myanmar’s Rakhine State adding that the area had a “long-standing history of discrimination, hopelessness and extreme poverty.” He noted the “constant reports of violence by Myanmar’s security forces, including indiscriminate attacks” and said that such actions would only “further increase radicalization.”

The Secretary-General said unresolved plight of the Rohingya is becoming an undeniable factor in regional destabilization and called on the authorities in Myanmar to take determined action to put an end to the violence and to provide security and assistance to all those in need. Guterres said it was “crucial to give the Muslims of Rakhine State either nationality or, at least for now, a legal status that will allow them to have a normal life, including freedom of movement and access to labour markets, education and health services.”

Turning to climate change, the UN chief expressed his solidarity with all those suffering the devastating impacts of the recent unprecedented weather events in Texas, Bangladesh, India, Nepal and Sierra Leone. He said while scientists caution about linking any single weather event with climate change, they are “equally clear that such extreme weather is precisely what their models predict will be the new normal of a warming world.” He said the number of natural disasters has nearly quadrupled since 1970 and 24.2 million people were displaced by sudden-onset disasters last year alone, three times as many as by conflict and violence. Guterres underlined the need to “get serious about keeping ambition high on climate action and on building resilience and reducing disaster risk” in the face of the forecasted “dramatic rise in both the frequency and severity of disasters.”
