“For the past year, my country has fallen victim to terrorist attacks carried out by certain armed groups, in particular in the Kasai provinces and in the capital. The goal of these attacks has been to destroy peace, which was acquired at such a high cost and to push back the process of finding consensual solutions on the national level and to undermine our development efforts.”

8. SOUNDBITE (French) Joseph Kabila, President, Democratic Republic of the Congo (DRC): “This is important in order to uphold the credibility of our organization and to ensure the effective support of UN troops on the ground. This is why for several years now, we have been requesting re-dimensioning MONUSCO forces and its reorientation towards our development needs.”

The President of the Democratic Republic of the Congo (DRC), Joseph Kabila, today (23 Sep) told the General Assembly’s General Debate that for the past year, the country “has fallen victim to terrorist attacks” by armed groups whose goal is “to destroy peace” and “to undermine our development efforts.”
The United Nations estimates 1.4 million people have been displaced violent as clashes between militia groups and security forces continue in the Greater Kasai region of the DRC.
Kabila said that “nearly 20 years after its deployment”, the UN mission in the DRC (MONUSCO) “cannot seek to stay in my country indefinitely, nor to exercise its mandate in the same format without drawing lessons for weaknesses that have been identified.”
He said that “this is why for several years now, we have been requesting re-dimensioning MONUSCO forces and its reorientation towards our development needs.”
MONUSCO took over from an earlier UN peacekeeping operation – the United Nations Organization Mission in Democratic Republic of the Congo (MONUC) – on 1 July 2010.
It was authorized it to use all necessary means to carry out its mandate relating, among other things, to the protection of civilians, humanitarian personnel and human rights defenders under imminent threat of physical violence and to support the Government of the DRC in its stabilization and peace consolidation efforts.
