“My country, due to the deteriorating situation is suffering from many challenges that are affecting the capabilities of the Libyan people, including the smuggling of oil and its derivatives by criminal armed gangs who undertake lots of illicit activities, including human trafficking. Recently, my government has requested the sanctions committee to renew the listing of two vessels for attempting to illicitly export Libyan oil derivatives.”

The Head of the United Nations Support Mission in Libya (UNSMIL) today (16 Nov) told the Security Council that plans are underway for a national conference that “will give Libyans, from all across the country, the opportunity to come together in one place for the first time, to renew their common national narrative, and to agree on the tangible steps required to end the transition.”

Ghassan Salamé, who is also the Special Representative of the Secretary-General for Libya, said the conference, which would take place in February and possibly inside Libya, must be “be inclusive, in order to allow the adoption of a true national charter and provide guidance for the legislation needed to end the transition.”

Regarding the implementation of the UN Action Plan for the resumption of an inclusive Libya-owned political process, Salamé said he was “quite confident we are close to a consensus” and stressed that the mission “will not tailor a process to pick particular candidates, and any mechanism to select a new Presidency council and government must be transparent and fair.”

On accountability for crimes committed during the Libyan civil war, the Special representative said, “if Libyans alone cannot combat impunity for war crimes it is time for the international community to consider mechanisms that can help them to do so, possibly including joint tribunals.”

Libya’s Minister for Foreign Affairs, Mohamed T. H. Siala, in his address to the Council warned of the dangers posed by “criminal armed gangs who undertake lots of illicit activities, including human trafficking” and said his government “has requested the sanctions committee to renew the listing of two vessels for attempting to illicitly export Libyan oil derivatives.”

After the meeting, Italy’s Minister for Foreign Affairs and International Cooperation, Angelino Alfano, read a Presidential Statement that reiterated that the 2015 Libyan Political Agreement (LPA) “remains the only viable framework to end the Libyan political crisis and that its implementation remains a key to holding elections and finalizing the political transition.”
