2. SOUNDBITE (English) William Lacy Swing, Director General, International Organization for Migration (IOM):
“What’s at stake here is an opportunity, a historic opportunity to try to create a sense of and a commitment to shared responsibility for all those people on the move who are not covered by any international legal framework for protection and assistance.”
3. SOUNDBITE (English) William Lacy Swing, Director General, International Organization for Migration (IOM):
“We now have more people on the move that at any other time in recorded history. Close to 250 million crossing borders, 750 million moving within their own country, but people on the move are always move vulnerable than people who are stationary. Most national development plans, most national contingency plans for emergencies do not include any of these people.”
4. SOUNDBITE (English) William Lacy Swing, Director General, International Organization for Migration (IOM):
“These conflicts will continue to drive more people along migratory paths, more people will take risks, more people will die in the Mediterranean, or in the sands of the Sahara, or in the Red Sea, or elsewhere, simple because they are looking for some way out of the conflict that they face.”

6. SOUNDBITE (English) William Lacy Swing, Director General, International Organization for Migration (IOM):
“We have a populous brand of politics that says we can do it on our own, we don’t need others. In fact, we need more cooperation, more partnerships, not fewer. You have a, I could call it identity politics where we think that we could remain ethnically pure, or culturally pure, and so you have the cruel irony that we have political leaders who try to preserve societies that no longer exist.”

Storyline

On the margins of a preparatory meeting towards the adoption of the Global Compact for Safe, Orderly and Regular Migration, a top migration official on Tuesday (5 Dec) said the Compact offers “a historic opportunity” to generate a sense of “shared responsibility” for people on the move.

The Director General of the International Organization for Migration (IOM,) William Lacy Swing, said people on the move “are not covered by any international legal framework for protection and assistance.”

Swing said “we now have more people on the move that at any other time in recorded history. Close to 250 million crossing borders, 750 million moving within their own country, but people on the move are always move vulnerable than people who are stationary. Most national development plans, most national contingency plans for emergencies do not include any of these people.”

The IOM official said conflicts “will continue to drive more people along migratory paths, more people will take risks, more people will die in the Mediterranean, or in the sands of the Sahara, or in the Red Sea, or elsewhere, simple because they are looking for some way out of the conflict that they face.”

Swing expressed concern over the rise of “a populous brand of politics that says we can do it on our own, we don’t need others.” He said, “identity politics where we think that we could remain ethnically pure, or culturally pure, and so you have the cruel irony that we have political leaders who try to preserve societies that no longer exist.”

The stocktaking meeting being held in Puerto Vallarta, Mexico, follows an intensive preparatory process around the world to inform the development of the global compact. The process saw five regional meetings in Santiago (Chile), Beirut (Lebanon), Addis Ababa (Ethiopia), Bangkok (Thailand) and Geneva (Switzerland). The process also included two multi-stakeholder hearings, seven regional civil society consultations, and numerous national consultations.

On the agenda for the three-day meeting are discussions on the global, regional, sub-regional and national perspectives; perspectives from stakeholders; an ‘Idea Lab’ session which includes ‘TED Talks’ on data and evidence, public perceptions and narratives, and migration and identity; and follow-up and implementation.
