“The local communities and the host countries cannot provide for those big numbers of refugees, five million, over and above the needs of their own population. These are middle-income countries. They’re not rich countries. So, they have really been impacted negatively.”

“UNHCR cannot be a development actor. We are strictly humanitarian. But complementarity and partnerships with development actors is very important. In the context of the 3RP we have an important partnership with UNDP, but we have an even greater and deeper engagement with the World Bank. It’s the first time we’ve seen the World Bank involved in employment for refugees, providing services, facilities, for host communities and host countries.”

The United Nations refugee agency (UNHCR) and its partners launched today (12 Dec) a 4.4 billion USD funding appeal designed to provide vital support to more than five million refugees from Syria and the vulnerable communities which host them in neighbouring countries.

The 2018 Regional Refugee and Resilience Plan (3RP) is designed to support some 5.3 million refugees from Syria as well as 3.9 million members of host communities, with concerted humanitarian and development activity in sectors including physical protection, education, health, food security, livelihoods, and water and sanitation services. The Plan dedicates 2.62 billion USD to meeting the most urgent basic needs of refugees, such as water and sanitation, food security, health and education, while the remaining 1.78 billion USD will be used to support vulnerable people from local communities in the five main hosting countries, Lebanon, Jordan, Turkey, Iraq and Egypt.

Speaking to reporters in Geneva, UNHCR Middle East Director Amin Awad said there are “no clear winners” in the Syrian conflict but “the losers are very clear, the people of Syria.” He said half of the children who are displaced are not going to school while many displaced inside Syria also lost many academic years resulting in a “lost generation.”

In an interview, Awad described the 3RP as a model that “brings together development and humanitarian responses in one” to deal with both refugees and host communities.

Awad said UNHCR is strictly a humanitarian agency and “cannot be a development actor.” He stressed, however, that partnerships with development actors is very important and “in the context of the 3RP we have an important partnership with UNDP, but we have an even greater and deeper engagement with the World Bank.” He said this is the first time the World Bank has been involved in “employment for refugees, providing services, facilities, for host communities and host countries.”
