The Special Representative of the Secretary-General in Iraq, Ján Kubiš, today (20 Feb) told the Security Council that full normalization of relations between Iraq and Kuwait “will only take place once all outstanding issues concerning Kuwaiti missing persons and property have been resolved.”
Kubiš noted that the government of Iraq is “making proactive efforts to reanimate the search for missing Kuwaiti persons” but expressed deep regret “that the last 13 years have not yielded tangible results.”
He called upon the international community “to consider how it can support the search for the missing Kuwaiti persons including through procurement of filed equipment and provision of forensic, DNA, and anthropological training and capacity building for the Iraqi and Kuwaiti technical teams.”
The Minister of Foreign Affairs of Kuwait, Sheikh Sabah Khalid Al Hamad Al Sabah, called for an “innovative approach” to ensure Iraq honoured its "obligations" towards Kuwait regarding missing persons as well as properties, including the national archive.
For his part, Iraqi Ambassador Mohammed Hussein Moh’d Ali Bahr AlUloom, said “Iraq stands ready to undertake greater efforts to achieve further progress on the matter of missing persons of Kuwait and Kuwaiti archives” adding that Iraqi national committees “are sparing no effort to learn of the fate of the disappeared persons of Kuwait.”
Hundreds of Kuwaiti citizens are still unaccounted for since the seven-month Iraqi occupation of Kuwait in 1990-91. During the occupation, Iraqis also looted Kuwait's national archive.
