“It’s very important that we really work towards the strengthening of the multilateral system and the revitalization of the United Nations. That we work hard to deliver better. To use an acronym that I have come up with, the DARE acronym, dare to deliver better, dare to improve the way we work together within the system. DARE means delivery, accountability, relevance, and efficiency.”

When we talk about the migratory issue and the Global Compact on Migration, it is also a topic for Latin America and the Caribbean. When we talk about gender equality or when we talk about opportunities for young people, decent work and political participation as the best mechanism to give them that stellar place as great builders of world peace. All these topics are of great interest to the Latin American and Caribbean region.”

“The Global Compact on Migration will allow us to have a normative umbrella for all countries to ensure that migration is seen as what it is: a normal phenomenon of human mobility that must be regulated, orderly, and based on people's rights.”

“Somehow I feel that I owe my voice to those women who still have no voice, that I also carry the voice of the Women of Latin America, and that I have a responsibility that is deposited on my shoulders, but also in my heart and in my head, to do my job and do it very well.”
The incoming President of the 73rd session of the General Assembly, María Fernanda Espinosa Garcés of Ecuador, vowed to work “towards the strengthening of the multilateral system and the revitalization of the United Nations” and to “work hard to deliver better” during her tenure.
During an interview recorded recently, Espinosa introduced the DARE acronym (delivery, accountability, relevance, and efficiency) which she said signifies “dare to deliver better, dare to improve the way we work together within the system.”
Espinosa also highlighted seven areas that the work of the General Assembly will focus on. They include gender equality, migration and refugees, climate action, persons with disabilities, decent work, peace and security with a focus on youth, and revitalization of the UN system.
She said “we need to deliver seven days a week. We need to work for the disenfranchised, for the poor, for the refugees, seven days a week. Climate change doesn’t stop on Fridays.”
The theme of the 73rd session of the General Assembly, Espinosa noted, will be ‘Making the United Nations Relevant to All People,’ which she said means “bringing the United Nations closer to the people and the people closer to the United Nations.”
Asked about issues that particularly affect the Latin America region, Espinosa said, “when we talk about mitigation and adaptation to climate change, it is of great interest to the whole region. When we talk about the migratory issue and the Global Compact on Migration, it is also a topic for Latin America and the Caribbean. Espinosa, who will be the first Latin American woman to hold the GA presidency, said, “somehow I feel that I owe my voice to those women who still have no voice, that I also carry the voice of the Women of Latin America, and that I have a responsibility that is deposited on my shoulders, but also in my heart and in my head, to do my job and do it very well.”
She will be only the fourth woman overall to preside over UN General Assembly Espinosa had served as Minister of Foreign Affairs and Human Mobility, Minister of Defence, and Coordinating Minister of Cultural and Natural Heritage. She was the first woman to be named Permanent Representative of Ecuador in New York, after having served as Ambassador in Geneva.
As a writer and poet, Ms. Espinosa has published more than 30 academic articles on the Amazon River, culture, heritage, development, climate change, intellectual property, foreign policy, integration, defence and security. She has also published five volumes of poetry and received the Ecuadorian National Poetry Prize in 1990.
