“At Yongbyon, further activities were observed near the Kuryong River. These may be related to changes to the cooling infrastructure for the 5-megawatt reactor and the light water reactor. It is likely that the 5-megawatt reactor was shut down while some of these activities were conducted. At the light water reactor, the Agency also observed activities consistent with the fabrication of reactor components and the possible transfer of these components into the reactor building. However, without access, the Agency cannot confirm the nature and purpose of these activities.”

“I am pleased to inform the Board that the Agency has signed LEU acquisition contracts with two suppliers – Kazatomprom and Orano Cycle. Our aim is to have the LEU delivered to the IAEA Storage Facility before the end of 2019.”

United Nations nuclear watchdog (IAEA) chief Yukiya Amano called on North Korea to fully comply with its international nuclear obligations and to cooperate promptly with his Agency to resolve all outstanding issues.
Addressing the IAEA’s Board of Governors on Thursday (22 Nov), Amano said further activities were observed near the Kuryong River at North Korea’s (DPRK) nuclear facilities. He said the 5-megawatt reactor in Yongbyon was likely shut down while some of these activities were conducted, while at the light water reactor, the IAEA “observed activities consistent with the fabrication of reactor components and the possible transfer of these components into the reactor building.” He stressed however that the Agency could not “confirm the nature and purpose of these activities” without access adding that it continued to enhance its readiness to play an essential role in verifying the DPRK’s nuclear programme if a political agreement is reached among countries concerned.
Turning to Iran, Amano said the country was “implementing its nuclear-related commitments under the Joint Comprehensive Plan of Action.” He said, “It is essential that Iran continues to fully implement those commitments.” The IAEA chief added that his Agency continued to verify the non-diversion of nuclear material declared by Iran under its Safeguards Agreement and noted that evaluations regarding the absence of undeclared nuclear material and activities in Iran continued.
Amano said the IAEA also signed acquisition contracts with two suppliers, Kazatomprom and Orano Cycle, to obtain low enriched uranium (LEU) for its bank in Kazakhstan. He said the Agency aimed to have the LEU delivered to the IAEA Storage Facility before the end of 2019 and signed LEU transport contracts with companies in Russia and Kazakhstan. This was the largest LEU acquisition since the IAEA’s inception in 1957.
