“Our world is faced with complex threats that are multidimensional, interconnected and unpredictable. The number of countries experiencing violent conflict is higher than it has been in 30 years. Low intensity conflicts have increased by sixty per cent in the last ten years. We have a responsibility to act – not in isolation, but collectively.”

“Prevention is, for us, an end in itself. It should never be seen as the instrument of any other political agenda. First and foremost, it saves lives and protects people from harm. but prevention also makes economic sense. The recent UN-World Bank study, Pathways for Peace, concluded that prevention would save some $34 billion in damage in countries that avoid war. These benefits are compounded over time to reach over $140 billion after 15 years.”

“Chapter VIII of the United Nations Charter shows the visionary genius of those who drafted our foundational document. At that time, regional organizations barely existed. Seventy years on, regional and sub-regional organizations are an indispensable part of the rules-based global order. Chapter VIII even envisages our cooperation on joint peacekeeping operations. Regional and subregional organizations have the proximity, experience, knowledge of local dynamics, flexibility and relationships to engage more rapidly and effectively when situations deteriorate.”

“These organizations have shown themselves able to take rapid action in complex theaters of operations to curb violence, facilitate peace, and foster the conditions for that peace to be kept. The partnership between the African Union and the United Nations has evolved to make us able to creatively negotiate on security issues as they prevail. The hybrid operation in Darfur, transitions in Mali and the Central African Republic between African missions and UN missions and the significant support that the United Nations extends to our mission in Somalia, are enlightening examples of this successful cooperation.”

Addressing a Security Council ministerial-level debate on cooperation between the UN and regional and sub-regional organisations for the resolution of conflicts, Secretary-General António Guterres today (6 Dec) said “our world is faced with complex threats that are multidimensional, interconnected and unpredictable,” and the international community has “a responsibility to act – not in isolation, but collectively.”
Guterres stressed that prevention “is an end in itself” as it “saves lives and protects people from harm,” but he made clear that “prevention also makes economic sense” as it “would save some $34 billion in damage in countries that avoid war.”
In this context, the Secretary-General said, “regional and sub-regional organizations are an indispensable part of the rules-based global order” as they have “the proximity, experience, knowledge of local dynamics, flexibility and relationships to engage more rapidly and effectively when situations deteriorate.”
The Chairperson of the African Union (AU) Commission, Moussa Faki Mahamat, said regional organizations “have shown themselves able to take rapid action in complex theaters of operations to curb violence, facilitate peace, and foster the conditions for that peace to be kept.”
The partnership between the African Union and the United Nations, he said, “has evolved to make us able to creatively negotiate on security issues as they prevail.”
Faki Mahamat added that “the hybrid operation in Darfur, transitions in Mali and the Central African Republic between African missions and UN missions and the significant support that the United Nations extends to our mission in Somalia, are enlightening examples of this successful cooperation.”
A concept note circulated ahead of the meeting by Côte d’Ivoire, as Council president for December, emphasises the need for closer cooperation among the UN, states and sub-regional and regional organisations with regard to the issue of financing.
