Business will not invest, and public finances should be spent at home and not diverted to adventurism abroad.”

The Security Council today (12 Dec) heard briefings from United Nations and European Union officials confirming that Iran continues to be in compliance with the Joint Comprehensive Plan of Action (JCPOA) nuclear agreement, but there were also expressions of concern regarding its ballistic missile programme as well as its regional activities.
The Under-Secretary-General for Political Affairs, Rosemary DiCarlo, told the Council that Secretary-General António Guterres “welcomes the reaffirmation by JCPOA participants of their commitments to its full and effective implementation” and said it was “essential that the Plan continues to work for all participants, including by delivering economic tangible benefits to the Iranian people.”
The Secretary-General, DiCarlo said, “regrets the re-imposition by the United States of its sanctions lifted pursuant to the Plan, after its withdrawal from the JCPOA.”
Speaking on behalf of the European Union (EU) its Charge d’Affaires at the UN, Serge Christiane, said “the International Atomic Energy Agency has confirmed in 13 consecutive reports that Iran continues to implement its nuclear related commitments.”
Christiane said, “as long as Iran continues to implement its nuclear-related commitments in full, the EU will remain committed to the continued full and effective implementation of the agreement.”
The Secretary of State of the United States, Michael R. Pompeo, said Iran “has exploited the goodwill of nations and defied multiple Security Council resolutions in its quest for a robust ballistic missile force.”
Pompeo stressed that the United States “will never stand for this” and “no nation that seeks peace and prosperity in the Middle East should either.”
The Secretary of State said Iran “is as defiant of the world’s insistence as ever” and its “pace of missile activity, including missile launches and tests, did not diminish since the JCPOA.”
In fact, he said “Iran’s missile testing and missile proliferation is growing.”
The United Kingdom’s Ambassador, Karen Pierce, told the Council that compliance with the JCPOA, “is not a licence to engage in destabilizing behaviour elsewhere, whether or not that has a nuclear link.”
Iran, she said, cannot “expect to improve its relations with the rest of the world or ensure its economic prosperity and security while pursuing its current path.”
She said, “public finances should be spent at home and not diverted to adventurism abroad.”
Russian Ambassador Vasily Nebenzya said, “we are now facing a paradoxical situation where one member of the Council not only openly refuses to implement resolution 2031 which it itself approved but is also trying to punish all other members states who are implementing the decisions of the Council and the JCPOA commission.”
For his part, Iranian representative Eshagh AI Habib said “the irony is that the United States, who itself is in absolute violation of resolution 2231, today accused Iran of violating this resolution”
He said, “what we heard today was another series of lies, fabrications, disinformation and deceptive statement by the United States.”
The JCPOA was adopted on 18 October 2015 and sets out rigorous mechanisms for monitoring restrictions placed on Iran’s nuclear programme, while paving the way for the lifting of UN sanctions against the country.
On 8 May 2018, the United States announced its withdrawal from the agreement.
