The High Representative of the European Union for Foreign Affairs and Security Policy Federica Mogherini told the Security Council “this is a moment in human history when cooperation among nations and the respect of the rules that govern our International systems are more needed than ever.”

Addressing the Council today (12 Mar) on the cooperation between the UN and the Regional and sub-regional organizations, the High Representative Federica Mogherini reiterated that the world is facing difficult times for multilateralism.

She said “the concept of ‘global governance’ risks to be replaced by the old law that ‘might makes right’. We need to avoid that our system of rules is disrupted, and our multilateral is questioned.”

On Syria, the High Representative stated that the only sustainable solution can come from the UN-led process and from the implementation of the UN Security Council Resolution 2254.

Mogherini said “a negotiated political transition towards a democratic, inclusive, reconciled and united Syria: this is the only realistic path out of the conflict. Anything else would not lead to a stable, sustainable, secure, inclusive and prosperous Syria.”

Stating that the tensions in Venezuela have been escalating dramatically, Mogherini said “the crisis that affects the country has political and institutional causes. It is not a natural disaster.”

She continued, “its solution needs to be peaceful, political and democratic. We believe that no military interventions, from inside or outside of the country would be acceptable. And a solution cannot be, and should never be imposed from the outside.”

On Ukraine, the High Representative stated that “clear violation of the fundamental principles of our International system came with Russia's Illegal annexation of the Crimean peninsula and its behaviour in eastern Ukraine.”

On non-proliferation, she reiterated that he global architecture for disarmament and nonproliferation is being questioned like never before. She said “a new arms race – and a nuclear arms race in particular - can only make the world less secure, not more.”

Mogherini continued “our collective security requires a solid multilateral architecture for nonproliferation and disarmament. This is why the European Union will continue to work to preserve the nuclear deal with Iran.”

The High Representative also reaffirmed EU’s commitment to work together with the UN to build sustainable peace and security, and advance global progress.
