“The political transition in Sudan may offer an opportunity to redefine the relation between the center and its "peripheries in a way that puts an end to discrimination based on ethnicity, religion and territorial belonging. Building on the unilateral cessation of hostilities declared by both the Sudanese authorities and SPLM-North, and in close coordination with the AUHIP, we will encourage the parties to engage on the resolution of the conflicts in Sudan on the basis of a new political dispensation.”

“It goes without saying that the Protocol of the Abyei which is part and partial of the Comprehensive Peace Agreement (CPA) of 2007, is the main pillar of the Council’s work and this Protocol stipulates without question that Abyei is an integral part of the territory of Sudan. This is a historical fact. Hence, any arrangement based on the CPA must stem from the complete recognition of this fact.”

We are optimistic that the process started by the two sisterly countries towards resolving the issue of Abyei will be continuous as making it possible to create a conducive environment to the resolution of the final status of Abyei.”

UN peacekeeping chief Jean-Pierre Lacroix told the Security Council, “it is imperative that the gains achieved by UNISFA, as well as the communities in Abyei, be preserved and used to advance towards a political resolution of the border issues between Sudan and South Sudan.”
Addressing the Security Council today (30 Apr), UN Under-Secretary-General for Peacekeeping Operations Jean-Pierre Lacroix noted that despite sporadic incidents of violence, the situation in Abyei remained generally calm and stable.
On the operations of the United Nations Interim Security Force for Abyei (UNISPFA), Lacroix said, “UNISFA continues to play a stabilizing role in the Abyei Area and along the border regions. However, the Mission can only provide a conducive environment for the parties, whose own efforts remain essential to progress.”
The peacekeeping chief continued, “I am encouraged by the significantly improved relations between the two countries in the past year, as evidenced by Sudan’s role in facilitating the revitalized peace agreement reached by the South Sudanese parties and the resumption of joint oil operations.”
Lacroix reiterated, “Sudan and South Sudan should continue this positive trajectory and extend their cooperation to move forward on the resolution of their disputes.”
Special Envoy for the Horn of Africa Parfait Onanga-Anyanga noted that with the ouster of President Bashir, there is concern, that the absence of one of the principal guarantors of the revitalized peace agreement on South Sudan may have a negative impact on its implementation. There also seems to be concerns that that peace efforts in South Kordofan and Blue Nile States may be affected.
Onanga-Anyanga said, “taking into consideration these concerns, both countries should be encouraged to stay the course. Sudan should continue to provide support to the implementation of the revitalized peace agreement and South Sudan should continue to play a constructive role in the resolution of the conflicts in Sudan.”
