“It has been great to be here in Kapoeta and to see the confidence building that is on-going here, to see the sides come together, to disseminate the peace agreement so everybody is aware what is in the peace agreement. And then to look at how two sides can build confidence in more structured progress moving forward. Kapoeta Is one place among many places right across the whole country where this sort of meeting is going on. And for me, it is so encouraging to see people everywhere saying to their leadership ‘we want peace, we want to see prosperity’. With peace comes prosperity, prosperity brings jobs, economic development and all the services. It is the pre-requisite for everything. So, this peace discussion here is very important”.

“Bringing the two parties together, particularly the SPLA-iO field commanders and the organized forces on the government side together and be able to exchange and dialogue. This will ease the communication and the understanding and build confidence, as the workshop intends. So, it is expected that this will speed up and help us to continue with what we have been doing, because this is what we have been doing – trying to win the confidence of the SPLA-iO forces who are here.”

“Bringing peace is one thing. Maintaining peace is another thing. To bring peace, you must compromise, but to maintain peace, it takes sacrifice. You have to sacrifice a lot as a leader, you have to sacrifice a lot as an officer, you have to sacrifice a lot as a citizen to make sure you maintain that peace.”

A high-level United Nations delegation led by the Special Representative of the Secretary-General for South Sudan arrived in Kapoeta Tuesday (7 May). The town has been largely deserted with most residents having fled because of the conflict and dire humanitarian situation.
The delegation is here to support reconciliation and peacebuilding activities in line with the revitalized peace agreement, signed eight months ago. Representatives from all parties attended the peace meeting, including the South Sudan’s People’s Defence Forces, the Sudan People’s Liberation Army – in Opposition (SPLA-iO), the South Sudan Opposition Alliance as well as civil society groups and religious leaders.

The Kapoeta Governor said confidence building on the ground was vital to the implementation of the peace agreement in local communities. People in the area are excited about the prospect of a Revitalized Transitional Government of National Unity but understand the need for a recently agreed six-month extension of the process.

The Joint Military Ceasefire Commission, composed of members of government and opposition military forces, was also present. It monitors and verifies violations of the cessation of hostilities agreement and is responsible for the proposed cantonment of the armed forces.

Kapoeta has been calm and peaceful recently despite the presence of troops from both parties. But the persisting food crisis and lack of water continues to be a problem and is preventing many from making the important decision to return home and rebuild their lives.
