“In Darfur, the security situation remains largely unchanged. Intermittent clashes between the Sudanese Armed Forces/Rapid Support Forces and the Sudan Liberation Army/Abdul Wahid faction continue in Jebel Marra. Inter-communal tensions, particularly between farmers and herders, escalate during the harvest season. UNAMID has observed herders adopting a more aggressive posture during the current season and continued to work with state authorities to reduce these tensions.”

“The people of Sudan demonstrated that they have chosen the path of inclusive decision-making, equality and equity, and freedom and human rights for all. This is an opportunity to put a definitive end to the conflict in Darfur. Doing so will require both an irreversible transition from peacekeeping to peacebuilding and the engagement of those groups that have not been part of the Doha Document for Peace in Darfur in the peace process. Donor support will be critical more than ever to assist the simultaneous transitions in Darfur and wider Sudan, particularly considering the economic crisis that triggered the political change.”

“Prior to June 2020 the date set for UNAMID complete withdrawal we believe it is incumbent on this council to revisit resolution 1591 particularly the restrictions the council imposed on movement of arms and troops to and within Darfur. It is of particular and paramount importance to empower the Sudanese law enforcement bodies to be fully equipped to bulwark law and order, to protect stability and prevent any relapse or resort to violence in Darfur.”

“The strategic environment in Darfur has not shifted since the June 2019” when the Security Council decided to delay departure of the peacekeeping mission there (UNAMID), reported the UN peacekeeping chief Jean-Pierre Lacroix and added that “the remaining conflict drivers and armed groups outside the peace process still posing potential risks to sustainable peacebuilding.”
On 27 June this year, the UN Security Council decided to extend “temporarily and exceptionally, the period of drawdown for UNAMID’s military personnel,” scheduled to be completed on 30 June, “in order to maintain the Mission’s self-protection capacities.”
Briefing the Security Council via videolink, Under-Secretary-General for Peace Operations Jean-Pierre Lacroix said “in Darfur, the security situation remains largely unchanged.”
“Intermittent clashes between the Sudanese Armed Forces/Rapid Support Forces and the Sudan Liberation Army/Abdul Wahid faction continue in Jebel Marra” explaind Lacroix. “Inter-communal tensions, particularly between farmers and herders, escalate during the harvest season. Lacroix continued to say that “peaceful demonstrations continue, particularly in the Kalma camp for internally displaced persons, where elements sympathetic to Abdul Wahid are opposed to the agreements made in Khartoum,” as well as that “other Darfur armed groups are not yet part of the national political process, although there have not been signs of renewed military activities involving them.”

Congratulating Sudanese people for ending the 30 years of, what he called “a highly centralized rule,” Lacroix said “the people of Sudan demonstrated that they have chosen the path of inclusive decision-making, equality and equity, and freedom and human rights for all.”
“This is an opportunity to put a definitive end to the conflict in Darfur” Lacroix said. ”Doing so will require both an irreversible transition from peacekeeping to peacebuilding and the engagement of those groups that have not been part of the Doha Document for Peace in Darfur in the peace process, ”he added.
He also said, “donor support will be critical more than ever to assist the simultaneous transitions in Darfur and wider Sudan, particularly considering the economic crisis that triggered the political change.”
Also speaking at the Council, the Permanent Representative of the Republic of the Sudan to the United Nations Omer Mohamed Ahmed Siddig asked the Council members to “revisit” Council’s resolution 1591 which imposed the restrictions on movement of Sudan’s arms and troops to and within Darfur.
“It is of particular and paramount importance to empower the Sudanese law enforcement bodies to be fully equipped to bulwark law and order, to protect stability and prevent any relapse or resort to violence in Darfur,” he concluded.
