“International cooperation is the first priority of our counter-terrorist strategy. No single country or organization has all the answers to the cross-border challenges posed by terrorism and by returning and relocating foreign terrorist fighters. Countries need to cooperate with one another as well as with partners including the private sector and civil society to successfully address these challenges.”

We must complement security measures with prevention efforts that identify and address root causes, while always respecting human rights. We must reinforce the social compact, including the provision of basic services and opportunities, particularly for young people.”

“We also cooperate in the area of developing, producing and delivering modern technology in combating terrorism. Most modern technologies are broadly used by specialized services and other competent bodies of the CIS to exchange information on individual involves in terrorist activities, identify their locations, also stopping them at border crossing as part of migration flow and investigating crimes in areas of information technology and also ensuring security of major sporting events, and ensure security of critical sites.”

“The double standard used by some countries makes it more difficult to react to the challenges of today, including the terrorist challenges. Ignoring the principles of consistent working with international terrorism is filled with consequences. It is unacceptable, I underscore that using terrorist entities for political purposes, there can be no justification for this. Today what we are seeing says that it is becoming more and more in need to work with reginal and sub-regional organizations in line with Chapter 8 of the Charter.”

UN chief António Guterres told the Security Council, “international cooperation is the first priority of our counter-terrorist strategy. No single country or organization has all the answers to the cross-border challenges posed by terrorism and by returning and relocating foreign terrorist fighters.”
Making his remarks at a Security Council ministerial debate on international peace and security today (25 Sep), UN Secretary-General António Guterres reiterated that in the efforts in counter-terrorism, “countries need to cooperate with one another as well as with partners including the private sector and civil society to successfully address these challenges.”
The UN chief also said, “pursuing and dismantling terrorist groups is vital, but it is just one among many measures.”
Guterres explained, “we must complement security measures with prevention efforts that identify and address root causes, while always respecting human rights. We must build the resilience of societies, so that people and communities reject terrorist narratives that prey on fear and hopelessness.”
According to the UN, most recruits to terrorist groups are between 17 and 27 years old. The UN chief stated, “we must reinforce the social compact, including the provision of basic services and opportunities, particularly for young people.”
Also addressing the Council was Vladimir Imamovich Norov, the Secretary-General of Shanghai Cooperation Organization.
Norov said that his organization believes that “it is important to implement joint measures to deal with the root causes and conditions of terrorism and extremism,” adding that, “prevent being used or attracted and joining terrorist groups and to reintegrate people who come back from conflict areas where brewing our legal basis for ensure that young people are able to enjoy their full right.”
Drawing counter-terrorism experience from the Collective Security Treaty Organization’s activities, the Organization’s Secretary-General Valery Semerikov said, “we need to enhance collective efforts in fighting terrorism without double standards on various kinds of exemptions. And do this on the basis of strict implementation of Security Council counter terrorism resolutions and the global counter terrorism strategy of the United Nations.”
Sergey Ivanov, Deputy Executive Secretary of Commonwealth of Independent States told the Council that his Organization cooperates in the area of “developing, producing and delivering modern technology in combating terrorism.”
He said, “most modern technologies are broadly used by specialized services and other competent bodies of the CIS to exchange information on individual involves in terrorist activities, identify their locations, also stopping them at border crossing as part of migration flow and investigating crimes in areas of information technology and also ensuring security of major sporting events, and ensure security of critical sites.”
Holding the presidency of this month’s Security Council but speaking on his national capacity, the Russian Minister of Foreign Affairs Sergey Lavrov said, “the double standard used by some countries makes it more difficult to react to the challenges of today, including the terrorist challenges.”
Lavrov continued, “ignoring the principles of consistent working with international terrorism is filled with consequences. It is unacceptable, I underscore that using terrorist entities for political purposes, there can be no justification for this.”
The Russian Foreign Minister reiterated, “today what we are seeing says that it is becoming more and more in need to work with regional and sub-regional organizations in line with Chapter 8 of the Charter.”
