“What are the frameworks that we are going to work with that will actually cover in case there will be some trial of some foreign terrorist fighters in Iraq? What are the protections that would be given, international protection under the framework of the Security Council that will give us to protect Iraq?”

“I could give you what the Iraqis could do, but not yet have reached an agreement on what the international community could do going forward with their nationals. And I think this is really the next step, is that how do we deal with those nationals who have committed a crime abroad on our land and on Syrian land. How do we deal with these people and what are the mechanisms that govern, you know, those people?”

“We are convinced that those people should be brought to trial in the region where they committed their atrocities. Which is actually the normal way of dealing in international law. If a foreigner commits a crime in the Netherlands, it will be tried in the Netherlands. If a Dutchman commits a crime abroad, it will be brought to trial abroad. So, there is nothing special in this. But an important reason why we are cooperating with Iraq, why we organized the conference of today, is that we realize the enormous challenge currently facing Iraq, and that together with other European countries, other countries present today, we want to find a way to establish an international tribunal. We want to find a way to support Iraq.”

The foreign ministers of Iraq and the Netherlands today (26 Sep) briefed reporters on the possible establishment of an international tribunal following a ministerial level conference on justice and accountability for foreign fighters in Iraq.
The Minister of Foreign Affairs of Iraq, Mohamed Ali Alhakim,said the issues discussed included “what are the frameworks that we are going to work with that will actually cover in case there will be some trial of some foreign terrorist fighters in Iraq? What are the protections that would be given, international protection under the framework of the Security Council that will give us to protect Iraq?”
Alhakim said, “I could give you what the Iraqis could do, but not yet have reached an agreement on what the international community could do going forward with their nationals.”
He said the next step is “how do we deal with those nationals who have committed a crime abroad on our land and on Syrian land?”
