Under-Secretary-General for Political and Peacebuilding Affairs Rosemary Anne DiCarlo, today (20 May) told the Security Council that “there is heightened concern” regarding the standoff and the absence of any serious negotiations between the main political parties in Venezuela, especially amid potentially far-reaching effects of the COVID-19 pandemic.”

DiCarlo called for “real negotiations” among Venezuela’s main political actors as “the only way forward” and urged “all member states to stand behind this.”

Today’s meeting was requested by the Russian Federation, following an alleged attempt by groups of mercenaries to infiltrate Venezuela between 3 and 4 May.

Russian Ambassador Dmitry Polyanskiy told the Council that “the situation we are facing today is unfolding around Venezuela, not inside the country” and added that “the recent incidents of breach of Venezuela’s sovereignty by foreign agents pose a direct threat to the country’s peace, as well as to regional security and stability. And this situation is a clear violation of the UN Charter.”

A letter from the Venezuelan government to the Security Council claims involvement by Colombia and the United States in the alleged attempted infiltration.

US Ambassador Kelly Craft told the Council that “the United States has not entered Venezuela and categorically rejects any claims to the contrary.”

Craft said, “the United States was not involved in the alleged armed incursion of May 3rd and 4th. In fact, the only nations that appear to be violating Venezuelans’ sovereignty are Russia and Cuba, who without approval from the National Assembly routinely send military officers and mercenaries into the country.”

Venezuelan Ambassador Samuel Moncada told the Council that his government had provided “public and irrefutable evidence" that proved that the governments of the United States of America and Colombia “facilitated the planning, training, financing, and still today, are protecting groups of mercenaries and terrorists who executed an armed attack with the objective of perpetrating, first, indiscriminate killings of innocent civilian population; second, selective killings against high level officials of my government; and third, the very same assassination of President Nicolas Maduro.”

For his part, Colombian Ambassador Guillermo Fernandez de Soto Valderrama said, “the government of Colombia acts in strict observance of international law in the aim of seeing Venezuela’s democracy restored and has not carried out any covert or hidden action.
