Storyline

Afghanistan has endured more than 40 years of conflict which have left 4.6 million people displaced today. UNHCR said it was working with the World Bank, other development and humanitarian partners, and neighbouring countries Pakistan and Iran to provide support for refugees, host communities, and the millions of people inside Afghanistan.

Afghans represent the longest displaced and the longest dispossessed population under UNHCR’s mandate worldwide. An overwhelming majority of the 2.7 million Afghan refugees, some 90 per cent, remain in Pakistan and Iran. Afghans are also the single largest group of asylum-seekers arriving in Europe, due to a sharp deterioration in security in Afghanistan, and increasing financial pressure on hosting nations.

UNHCR said its work in the country includes coordinating with the authorities to ensure returns to Afghanistan takes place in voluntary, safe, gradual and dignified manner, and that displaced people are protected. UNHCR also leads on two inter-agency groups, one on protection and response to internally displaced people, and the other on emergency shelter and non-food items, providing core relief items and emergency shelter assistance to vulnerable displaced people.

The COVID-19 pandemic poses a great threat to Afghanistan and to Afghan communities in Iran and Pakistan. An outbreak would put extraordinary strain on already fragile local health-care services and likely result in avoidable suffering and death. Despite persistent risks and insecurity, Afghans continue to return from both Iran and Pakistan.

Tens of thousands of Afghan citizens crossed over from Pakistan to Afghanistan during a temporary re-opening of the border in April. From Iran, while the number of Afghans nationals returning peaked at some 60,000 in March, around 1,500 individuals were returning daily in April.

As the race against time continues globally, UNHCR appealed to the international community to boost solidarity with all three countries to prevent a larger-scale outbreak of the coronavirus among the most vulnerable communities.
