Storyline

The Special Envoy of the United Nations High Commissioner for Refugees, Angelina Jolie, today (17 Jul) told the Security Council that resolution 2467, adopted last year, “was the first to put survivors and their needs, and their rights, at the centre of all actions,” but added that resolutions, if not implemented, are “words on paper, and just that.”

The Academy Award winning actress said, “every parent knows, there is nothing worse than breaking a promise to a child. Yet that is what we are doing year after year to countless children.”

Jolie said, “sexual and gender-based violence is the most chronically underfunded sector of the humanitarian appeals of the UN. Receives less than one percent of humanitarian assistance. So, think of how many lives could we save, if we simply double that percentage.”

For her part, the Special Representative of the Secretary-General on Sexual Violence in Conflict, Pramila Patten, presented the annual Report of the Secretary-General and said it “paints a sombre and harrowing picture of sexual violence used as a tactic of war, torture and terror, and a tool of political repression, to dehumanize, destabilize, and forcibly displace populations.”

The report documents almost 3,000 UN-verified cases of conflict-related sexual violence committed over the course of a single year. The vast majority of incidents targeted women and girls (89 per cent), though hundreds of confirmed cases also affected men and boys, and LGBTQI individuals. 848 cases were attacks on children.

It also lists 54 parties credibly suspected of committing or being responsible for patterns of sexual violence in situations on the agenda of the Council.

Patten said, “we know that sexual violence is characterized by staggering rates of impunity and recidivism. It is time to usher in a new era of enhanced monitoring and enforcement, bringing all tools to bear. It is time to change the calculus of belligerents who operate on the assumption that rape remains cost-free.”

The theme of today’s Council debate on conflict-related sexual violence was “Turning Commitments into Compliance.”
