“The protection of regional democracy is a fundamental issue. The threats to democracy that we witness today are an attack on the liberty of nations and prevent regional integration and cooperation to confront the challenges humanity is facing. Maduro’s dictatorial regime supports itself with the profits of the drug trade; it shelters terrorists; and is a constant threat to democracy in the region and the whole world.”

“This government has implemented a peace with legality policy based on social stabilization and institutional consolidation of those territories that historically have suffered violence and poverty. The peace with legality policy is benefiting more than 6 million Colombians in their own territories, with an investment of more than 780 million US dollars, supporting over 13,500 former combatants and changing their lives. But changing them with a legal purpose.”

“We call on every nation in the world to protect the high-mountain ecosystems. Colombia is home to half of the world’s páramos, and today I invite you to accompany us in the creation of a global strategy to protect the páramo in order to guarantee their survival, as well as the sustainability of the communities that inhabit them.”

In a video message, Colombian President Iván Duque today (22 Sep) told the General Assembly’s General Debate that the “dictatorial regime” of Venezuela’s President Nicolás Maduro’s “supports itself with the profits of the drug trade; it shelters terrorists; and is a constant threat to democracy in the region and the whole world.”
Duque said, “the protection of regional democracy is a fundamental issue. The threats to democracy that we witness today are an attack on the liberty of nations and prevent regional integration and cooperation to confront the challenges humanity is facing.”
On Colombia’s peace process, he said, “this government has implemented a peace with legality policy based on social stabilization and institutional consolidation of those territories that historically have suffered violence and poverty. The Colombian President called on “every nation in the world to protect the high-mountain ecosystems.”
He said, “Colombia is home to half of the world’s páramos, and today I invite you to accompany us in the creation of a global strategy to protect the páramo in order to guarantee their survival, as well as the sustainability of the communities that inhabit them.”
According to the United Nation Environment Programme, the páramo is the ecosystem of the regions above the continuous forest line, yet below the permanent snowline in the northern Andes of South America. It presents a unique ecosystem and is of upmost importance in water regulation in downstream watershed.
The Colombian President’s comments were pre-recorded and aired in the General Assembly Hall as previously agreed by the General Assembly in light of the COVID-19 pandemic. Despite the inability to gather world leaders in New York as customary, this year’s General Debate will witness the largest-ever participation of heads of states and government in UN history.
