“To improve the performance and the accountability of UN police, more attention, more room and more oxygen need to be given to UNPOL. And if we do it this way, as was done for example during the peaceful revolution in PK 5 Bangui, using proximity police, as well as in the area of promoting gender parity and making elections safer, as well as our environmental initiatives, the resiliency that we have shown in the face of COVID, we will be able to fully give back.”

“At height of the COVID outbreak in June, fighting erupted in the Juba POC 3, with about 500 IDPs involved daily over a three-day period. FPUs responded, equipped with COVID-19 PPE, and successfully stopped the fighting, with no casualties. As anticipated, FPU officers later tested positive for COVID-19, however, the swift quarantine of the affected contingent curtailed the risks of the virus spreading to the entire UNMISS base.”

Addressing the annual briefing of police commissioners from UN peace operations to the Security Council, a top UN peacekeeping official today (4 Nov) said the Action for Peacekeeping (A4P) initiative, “aims to refocus peacekeeping on realistic expectations, make peacekeeping missions stronger and safer, and mobilize greater support for political solutions, for well-equipped, well-trained forces.”

Alexandre Zouev, wo is the Assistant Secretary-General for Rule of Law and Security Institutions at the Department of Peace Operations, said that “through A4P, we are better able to address today’s challenges to peace and security, and ultimately improve the lives of those we serve.”

The A4P initiative was launched in 2018 by Secretary-General António Guterres the Action.

Turning to the role of UN Police (UNPOL), Zouev said, “in the Central African Republic, UNPOL help foster a protective environment through police capacity-building, including by assisting with the recruitment and training of 1,000 gendarmerie and police cadets, with an additional 1,000 cadets forthcoming. Police commissioners from the UN Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) and the UN Integrated Office in Haiti (BINUH) also participated in the meeting.
