“Our Organizations and our action in Africa would benefit from a number of concrete steps: The further institutionalization of our cooperation at every level – a sustainable partnership must be grounded in the trust between the two organizations, and it will also require stronger collaboration among the United Nations Security Council and African Union Peace and Security Council. Ensuring – through assessed contributions – the predictability of financing African Union peace support operations. And doing much more to involve and engage women and youth in the peace and security agenda.”

“There is no relationship without challenges. In some cases, we have not been able to establish satisfactory cooperation relations between the two organizations as evidenced by the case of Libya. The important thing is that our cooperation continues to respect certain principles, including the centrality of Africa in the search for solutions to African capacities, rejection of rivalries, and duplication.”

“Cooperation between the United Nations and the African Union must be flexible and strategic in order to confront the growing threat of terrorism, transnational organized crime, the illegal exploitation of Africa’s natural resources, and illicit financial flows.”

The Security Council today (4 Dec) held a high-level videoconference (VTC) debate on cooperation between the United Nations (UN) and the African Union (AU), and issued a presidential statement encouraging the UN and AU “to strengthen their efforts to coordinate their engagement in a mutually supportive manner, across the range of possible responses to conflict.”
Secretary-General António Guterres told the Council that action in Africa would benefit from “trust between the two organizations,” stronger collaboration among the UN Security Council and the AU Peace and Security Council, as well as ensuring “the predictability of financing African Union peace support operations.”
Guterres said, “much more” must be done “to involve and engage women and youth in the peace and security agenda.”
The AU Commission Chairperson Moussa Faki Mahamat told the Council that “there is no relationship without challenges.”
Faki Mahamat said, “in some cases, we have not been able to establish satisfactory cooperation relations between the two organizations as evidenced by the case of Libya,” adding that “the important thing is that our cooperation continues to respect certain principles, including the centrality of Africa in the search for solutions to African capacities, rejection of rivalries, and duplication.”
The President of South Africa, Cyril Ramaphosa, who chaired the debate, said the AU “is determined to silence the guns on the African continent.”
Ramaphosa said, “we have made significant gains towards the achievement of this necessary goal, as evidenced by ground-breaking peace agreements in the Central African Republic, South Sudan, the Sudan, and most recently in Libya.”
The South African President said, “cooperation between the United Nations and the African Union must be flexible and strategic in order to confront the growing threat of terrorism, transnational organized crime, the illegal exploitation of Africa’s natural resources, and illicit financial flows.”
The Presidential statement welcomed the AU’s “determination to rid Africa of conflicts and create conditions favourable for growth, development and integration of the continent as encapsulated in its goal of Silencing the Guns in Africa.”
