“There’s been some political gains in the past few months despite the impact of COVID-19, however we are acutely aware that implementation of the peace agreement continues to stagnate, and many benchmarks are behind schedule. We urged the parties to take concrete steps to breath fresh air into the process and above all to compromise to achieve the peace dividends that their citizens deserve.”

“Our integrated military and civilian teams are in place right now to deter violence and support reconciliation so communities can reach an agreement to peacefully coexist. We know that our presence has markedly deescalated that conflict particularly where we can make contact with parties early. The South Sudan government’s refusal to enable the mission to access many areas during the year has hampered this work considerably. While those restrictions have eased over the past weeks, we will continue to monitor and report progress to you.”

“Millions of South Sudanese people are being pushed to a breaking point. Violence, flooding, COVID-19 and the deteriorating economy are making an already bad humanitarian crisis, much worse, especially in those six counties I just mentioned. Violence continues to be one of the main drivers of severe food insecurity in South Sudan, and correspondingly we see the highest levels of acute food insecurity in the places most affected by violence.”

The Special Representative of the Secretary-General for South Sudan David Shearer today (15 Dec) told the Security Council that despite political gains in the past few months, “implementation of the peace agreement continues to stagnate, and many benchmarks are behind schedule.”

Shearer, who is the Head of the United Nations Mission in South Sudan (UNMISS), urged parties “to take concrete steps to breath fresh air into the process and above all to compromise to achieve the peace dividends that their citizens deserve.”

The UNMISS Chief said, “our integrated military and civilian teams are in place right now to deter violence and support reconciliation so communities can reach an agreement to peacefully coexist.”

He said, “the South Sudan government’s “refusal to enable the mission to access many areas during the year has hampered this work considerably.”

In his briefing to the Council, Emergency Relief Coordinator Mark Lowcock said, “millions of South Sudanese people are being pushed to a breaking point” as “violence, flooding, COVID-19 and the deteriorating economy are making an already bad humanitarian crisis, much worse,”

Violence, he said, “continues to be one of the main drivers of severe food insecurity in South Sudan, and correspondingly we see the highest levels of acute food insecurity in the places most affected by violence.”

Humanitarians have recently reported that the spectre of famine looms over South Sudan, the world’s youngest nation.
