“The Central African Republic is now the most dangerous place for humanitarian work with over 46 percent of worldwide incidents registered by international NGOs last month. Despite this very fragile situation, the country is on track to successfully conclude a democratic transfer of power within the constitutional timeline, which is a major achievement. It is now essential that these democratic gains are preserved by completing the electoral process and advancing a peaceful resolution to the crisis. Twoyears since its signing, the Political Agreement remains the only viable framework for peace.”

“The country continues to suffer from violence despite the successful conclusion of the presidential election, albeit in challenging circumstances. In recent weeks, some important progress was achieved against the armed group coalition, the Coalition des patriotes pour le changement (CPC), including due to outstanding efforts of MINUSCA as well as the contribution of bilateral partners. However, the situation remains very volatile. In several towns, including Bossangoa in the west and Bambari in the center, the Mission is providing security to thousands of internally displaced persons who had sought protection from the ongoing violence.”

“As we work to turn the tide on the security situation, efforts to advance peaceful dialogue must be coupled with renewed investment in the fight against impunity, including for grave crimes committed in the electoral period. The number of human rights violations tripled since mid-December, with substantial increases in abductions and killing of civilians, attacks against humanitarian workers, destructions of homes, extrajudicial executions, and conflict-related sexual violence.”

“Restoring security in the country is a priority, particularly in view of the remaining steps of the electoral process, notably the next round of legislative elections, scheduled for the 14th of March. As partner of the country and a major donor to the process, the EU considers the holding of free, fair and transparent elections to be of paramount importance.”

Under-Secretary-General for Peace Operations Jean-Pierre Lacroix, today (24 Feb) told the Security Council that despite a “very fragile situation,” the Central African Republic “is on track to successfully conclude a democratic transfer of power within the constitutional timeline, which is a major achievement.”
Lacroix said it was essential that democratic gains “are preserved by completing the electoral process and advancing a peaceful resolution to the crisis. Twoyears since its signing, the Political Agreement remains the only viable framework for peace.”
He noted that the country is now ”the most dangerous place for humanitarian work” with over 46 percent of worldwide incidents registered by international NGOs last month.
Lacroix said, “the country continues to suffer from violence despite the successful conclusion of the presidential election.”
He said despite some gains, “the situation remains very volatile.”
The peacekeeping official said, “efforts to advance peaceful dialogue must be coupled with renewed investment in the fight against impunity, including for grave crimes committed in the electoral period.”
He noted “substantial increases in abductions and killing of civilians, attacks against humanitarian workers, destructions of homes, extrajudicial executions, and conflict-related sexual violence.”
Also addressing the Council, the European Union’s External Action Service Managing Director for Africa, Rita Laranjinha, said, “restoring security in the country is a priority, particularly in view of the remaining steps of the electoral process, notably the next round of legislative elections, scheduled for the 14th of March.”
