“The people of Africa cannot be blamed for the immorally low level of vaccinations available to them. Nor should they be collectively punished for identifying and sharing crucial science and health information with the world. With a virus that is truly borderless, travel restrictions that isolate any one country or region are not only deeply unfair and punitive, they are ineffective.”

6. SOUNDBITE (English) António Guterres, Secretary-General, United Nations:
“We have the instruments to safe travel. Let’s use those instruments to avoid the kind of allow me to say travel apartheid.”
7. Wide shot, press room
8. SOUNDBITE (French) Moussa Faki Mahamat, Chairperson, African Union Commission:
“Unfortunately, under 6 percent of Africans are currently vaccinated at a time when throughout the rest of the world, vaccination rates are perhaps 10 times higher. We can see there is a certain degree of stigma reigning in this regard, because we've been transparent regarding the new Omnicron variant, and that has meant that the Southern African region has been punished.”

10. SOUNDBITE (French) António Guterres, Secretary-General, United Nations:
“Africa is finding itself doomed to not having enough vaccines for its people. Africa seems to be condemned to not having the necessary financial resources to ensure its economic recovery. Without having contributed to climate change, Africa is seemingly doomed to weather the worst effects of climate disasters.”

12. SOUNDBITE (English) António Guterres, Secretary-General, United Nations:
“Africa was recovering very well before the pandemic. For 10 years Africa had the highest rate of growth in the global economy. And now, Africa is condemned to lose ground because of international lack of effective solidarity.”

14. SOUNDBITE (French) Moussa Faki Mahamat, Chairperson, African Union Commission:
“We continue to talk to both sides, but unfortunately the fighting on the ground continues. We have noted in recent days that perhaps stability is beginning to reign on the front, but we do have deep concerns - in line with the United Nations’ - about the absolute necessity of a ceasefire. Humanitarian aid must reach all those who have suffered from this conflict. And we absolutely need to resolve these problems through political discussions and dialogue.”

Storyline

Secretary-General António Guterres today (1 Dec) said, “travel restrictions that isolate any one country or region are not only deeply unfair and punitive, they are ineffective,” and called for the use of alternative instruments to avoid “travel apartheid.”

Speaking alongside the Chairperson of the African Union Commission (AUC), Moussa Faki Mahamat, the Secretary-General said, “the people of Africa cannot be blamed for the immorally low level of vaccinations available to them. Nor should they be collectively punished for identifying and sharing crucial science and health information with the world.”

Faki Mahamat said, “unfortunately, under 6 percent of Africans are currently vaccinated at a time when throughout the rest of the world, vaccination rates are perhaps 10 times higher. We can see there is a certain degree of stigma reigning in this regard, because we've been transparent regarding the new Omnicron variant, and that has meant that the Southern African region has been punished.”

Guterres stressed that Africa “is finding itself doomed to not having enough vaccines for its people” and “seems to be condemned to not having the necessary financial resources to ensure its economic recovery.”

“Without having contributed to climate change” he added, “Africa is seemingly doomed to weather the worst effects of climate disasters.”

The Secretary-General noted that before the pandemic, “for 10 years Africa had the highest rate of growth in the global economy,” and now, he added, “Africa is condemned to lose ground because of international lack of effective solidarity.”

Turning to the situation in Ethiopia, Faki Mahamat said, “we continue to talk to both sides, but unfortunately the fighting on the ground continues.

Earlier today, Guterres and Faki Mahamat took part in the fifth African Union-United Nations Annual Conference.
