It is the core idea of many documents that were signed at the beginning or in the middle of the 90s. So, we want to come back to this spirit.”

Ambassador Dmitry Polyanskiy today (28 Dec) said the Russian Federation wants “serious guarantees” from the United States and from members of the North Atlantic Treaty Organization (NATO) “that NATO will not be expanding.”
Speaking to journalists in New York, Polyanskiy said, “we were patient for quite a long time,” and recalled “oral promises, oral guarantees” that he said were made “from leaders of Western countries” to this effect.
The Russian Ambassador said, “despite the situation of dissolution of Warsaw Pact, NATO remained. And it's hard, it is difficult to call it a defense pact because it was designed to counterweight the Warsaw Pact. Once Warsaw Pact ceased to exist, there is no logic of NATO still existing.”
Referring to former Warsaw pact members that went on to join NATO, such as Poland, Hungary, the Czech Republic, Slovakia, Romania, Bulgaria, Albania, and East Germany through reunification with West Germany, he said, “it’s our border, it's very close to our border. We didn't have to NATO borders; NATO came to us.”

According to news reports, Russia’s president Vladimir Putin last week demanded guarantees from NATO that it will not expand further into eastern Europe. The issue will reportedly be brought up in a bilateral meeting with the United States slated for January.
