“I think it is wrong to link our proposals on security guarantees and the security architecture that we made to US and NATO - and that we discussed with them already, both with the US, NATO, and also we had the discussion in the OAC, with the situation in Ukraine as it is being presented by some of our Western partners.”

“There is a political solution. And the political solution is framed within Minsk agreements that should be implemented. But how can you implement Minsk agreements if one party which is a direct part of that Minsk agreements, refuses to implement them, not just technically but politically, they said at the highest levels that Minsk agreements are unimplementable.”

“Russian troops are not at the Russian-Ukrainian border. They are, where they normally stay. Whether they are more than normal, or less than normal as they are all the time, I have no idea. I don't know where these figures came from. 100 thousand, 120,000, Ukrainians are saying 126,000. We never announced how many troops are there, and I don't know who was counting them.”

“In April, there was a similar situation when there was there were maneuvers, exercises, and troops moved in then they moved out. Nobody then made any fuss about it. Suddenly today that is being portrayed and presented as an imminent danger to Ukraine.”

Russian Ambassador Vassily Nebenzia today (1 Feb) said, “it is wrong” to link Russian proposals on security guarantees and security architecture made to the United States and NATO, “with the situation in Ukraine as it is being presented by some of our Western partners.”
Nebenzia, speaking to reporters in New York, said, “we received an answer from United States” to which the Russian Federation sent clarifications on “what we mean by indivisibility of security for every country.”
He said this was not “an answer that we sent back replying to US Letter. It's being still prepared.”
The Russian Ambassador said, “there is a political solution” to the conflict in the Donbas region of Ukraine, “and the political solution is framed within Minsk agreements that should be implemented.”
Nebenzia said, “but how can you implement Minsk agreements if one party which is a direct part of that Minsk agreements, refuses to implement them? not just technically but politically, they said at the highest levels that Minsk agreements are unimplementable.”
Asked about the presence of Russian troops at the Ukrainian border, he said, “Russian troops are not at the Russian-Ukrainian border. They are, where they normally stay. Russia holds the presidency of the Security Council during the month of February and intends to hold an annual Security Council discussion on 17 February to discuss implementation of the Minsk agreements in the pursuit of a settlement to the situation in Ukraine.
