The International Atomic Energy Agency (IAEA) Director-General said, “If this agency doesn't care when we have the biggest nuclear power plant in Europe disconnected from the safeguard systems, we better do something else. So, we are going to Zaporizhzhya as requested by Ukraine.”

Presenting to the IAEA’s Board of Governors* an oral report on the safety, security, and safeguards implications of the situation in Ukraine, Grossi noted the appeal from the Ukrainian government calling on him and the UN Secretary-General to redouble their efforts to find ways of liberating Zaporizhzhia Nuclear Power Plant (ZNPP), and “to elaborate effective modalities for dispatching an international experts’ mission under the auspices of the IAEA.”

Grossi reported that “The Ukrainian regulator has informed us that they have lost control of the nuclear material.

He added, “The Ukrainian authorities have said just last week that their supply chain has been interrupted. Safeguards activities are not taking place.”

Grossi said that he is working actively to agree, organize and head an IAEA-led International Mission to ZNPP, Ukraine’s largest nuclear power plant and the biggest in Europe, to carry out nuclear safety, security, and safeguards work at the site.

Talking about the modalities to dispatch the mission, Grossi said, “I'm consulting, of course, my natural partners, Ukraine. I'm also talking to Russia, as I should because this plant is under the control of Russia. I'm talking to the United Nations, and I will be talking to everybody that I need to so I can go there as soon as possible.”

*The Board of Governors is one of the two policy-making bodies of the IAEA, along with the annual General Conference of IAEA Member States.
