“As the conflict enters a more protracted phase, attention is increasingly turning to its longer-term humanitarian, recovery, reconstruction, and socio-economic impact. As summer wanes, the need for winterization planning is also becoming pressing. Regrettably, political dialogue has virtually ground to a halt.”

“The grain agreement is a sign that dialogue between the parties is possible in the search to ease human suffering. The UN is now making every effort to support the parties in operationalizing the initiative, starting with the inauguration of the Joint Coordination Centre two days ago. As the Secretary-General has stated, all parties made clear commitments to ensure the safe movement of grain and related products to global markets. Avoiding incidents such as recent strikes on Odesa and creating enabling conditions will be key for the initiative to succeed.”

“There should no longer be any doubt, as we warned early this year, that Russia intends to dismantle Ukraine as a geopolitical entity and dissolve it from the world map entirely. We're seeing growing signs that Russia is laying the groundwork to yet again attempt to annex more of Ukraine's territories. That includes the installation of illegitimate proxy officials in Russian held areas with the goal of holding sham referenda or a decree to join Russia.”

“The deployment of military goods and hardware in the port of Odessa is hardly going to do anything to support the implementation of these agreements and we will continue to destroy these goods and objects, as we did on the 23rd of July, when harpoon anti-ship rockets supplied by United States were destroyed. Nothing in this memorandum prevents us from continuing to ensure the demilitarization of Ukraine.”

“Ukraine remains resolute to contribute to resolving the food crisis. We will engage constructively with the activities of the Joint Coordination Centre, officially inaugurated in Istanbul the 27th of July. Now, it is the responsibility of international partners to ensure Russia's compliance with its obligations within the framework of the safe functioning of the grain corridor. This is the only prerequisite for unlocking more than 20 million tons of grain from last year's grain harvest in Ukraine.”

Under-Secretary-General for Political and Peacebuilding Affairs, Rosemary DiCarlo, today (29 Jul) told the Security Council that as the Ukraine conflict enters a more protracted phase, “attention is increasingly turning to its longer-term humanitarian, recovery, reconstruction, and socio-economic impact.” Regrettably, she added, political dialogue “has virtually ground to a halt.”
DiCarlo said that the agreement signed on 22 July in Istanbul to facilitate the safe transportation of grain and foodstuffs from the Ukrainian ports of Odesa, Chernomorsk and Yuzhny “is a sign that dialogue between the parties is possible in the search to ease human suffering.”
She stressed that avoiding incidents such as the recent strikes on Odesa and creating enabling conditions “will be key for the initiative to succeed.” It is, therefore, imperative that the Russian Federation, Ukraine and Türkiye work in partnership to effectively implement the agreement.
United States Ambassador Linda Thomas-Greenfield told the Council that “there should no longer be any doubt, as we warned early this year, that Russia intends to dismantle Ukraine as a geopolitical entity and dissolve it from the world map entirely.”
Thomas-Greenfield said, “we're seeing growing signs that Russia is laying the groundwork to yet again attempt to annex more of Ukraine's territories. That includes the installation of illegitimate proxy officials in Russian held areas with the goal of holding sham referenda or a decree to join Russia.”
Russian Ambassador Dmitry Polyanskiy said, “the deployment of military goods and hardware in the port of Odessa is hardly going to do anything” to support the implementation of the grain agreements and added that Russia “will continue to destroy these goods and objects, as we did on the 23rd of July, when harpoon anti-ship rockets supplied by United States were destroyed.”
Nothing in the agreed memorandum, he said, “prevents us from continuing to ensure the demilitarization of Ukraine.”
For his part, Ukraine’s Ambassador Sergiy Kyslytsya, said, “Ukraine remains resolute to contribute to resolving the food crisis” and stressed that, “it is the responsibility of international partners to ensure Russia's compliance with its obligations within the framework of the safe functioning of the grain corridor.”
This, he added, “is the only prerequisite for unlocking more than 20 million tons of grain from last year's grain harvest in Ukraine.”
The UN Resident Coordinator and Humanitarian Coordinator in the country, Osnat Lubrani visited Odesa today, together with G7 ambassadors and the President of Ukraine, Volodymyr Zelenskyy.
Lubrani expressed hope that the movements of ships will take place soon, taking grain and related foodstuffs from Ukraine to countries that need them the most.
