4. SOUNDBITE (English) Rosemary A. DiCarlo, Under-Secretary-General for Political and Peacebuilding Affairs Department of Political and Peacebuilding Affairs (DPPA):
“I am deeply concerned that the ongoing stalemate and continued delays in implementing the electoral process pose a growing threat to security in and around Tripoli, and potentially to all Libyans. That threat materialized a few days ago, when Tripoli was again the theatre of violent clashes between armed groups supporting Mr. Dbeibah and Mr. Bashaga respectively.”
5. Wide shot, Council
6. SOUNDBITE (English) Rosemary A. DiCarlo, Under-Secretary-General for Political and Peacebuilding Affairs Department of Political and Peacebuilding Affairs (DPPA):
“This appeared to be another attempt of pro-Bashaga forces to enter the capital from the east. However, they were blocked by pro-Dbeibah forces at Zleiten – around 160 km east of Tripoli, and were forced to retreat, following clashes. Attempts by other pro-Bashagha armed groups to advance on the capital from the west and southwest were
similarly repelled.”
7. Med shot, India Ambassador
8. SOUNDBITE (Arabic) Taher M. T. Elsonni,, Permanent Representative to the United Nations, Libya:
“As far as we are concerned, there's nothing positive to note since our latest briefing last month. The political stalemate, the security and military tensions persist. The suffering of the Libyan people has increased. What can I tell you about the events of last month? children are dying of scorpion stings due to lack of medication. Libyan families are losing their lives when getting into the boats of death trying to emigrate to Europe. More mass graves have been uncovered into Tarhouna. The energy crisis continues. Fuel is scarce, especially in the South - this led to a horrific humanitarian accident, a tanker has exploded which claimed the lives of 22 people and injured 80. All that preceded the bloody events that took place in Tripoli two days ago.”

Storyline

Following clashes in Tripoli, Under-Secretary-General for Political and Peacebuilding Affairs Rosemary A. DiCarlo today (30 Aug) told the Security Council that she was “deeply concerned that the ongoing stalemate and continued delays in implementing the electoral process pose a growing threat to security in and around Tripoli, and potentially to all Libyans.”

That threat, she said, “materialized a few days ago, when Tripoli was again the theatre of violent clashes between armed groups” supporting Abdulhamid al-Dbeibah and Fathi Bashagha respectively.

DiCarlo said the clashes “appeared to be another attempt of pro-Bashaga forces to enter the capital from the east.”
However, she added, “they were blocked by pro-Dbeibah forces at Zleiten – around 160 km east of Tripoli, and were forced to retreat, following clashes.”

“Attempts by other pro-Bashagha armed groups to advance on the capital from the west and southwest were
similarly repelled,” she said.

In his address to the Council, Libyan Ambassador Taher M. T. Elsonni said, “as far as we are concerned, there's nothing positive to note since our latest briefing last month.”

He said, “the political stalemate, the security and military tensions persist. Fuel is scarce, especially in the South,” and noted that “all that preceded the bloody events that took place in Tripoli two days ago.”

Elsonni asked Council members to join him in a moment of silence for those who have lost their lives in the Libyan conflict from 2011 till today.
