Addressing the International Atomic Energy Agency (IAEA) Board of Governors (BOG), Director-General Mariano Grossi today (12 Sep) said the situation at the Zaporizhzhia nuclear power plant is “untenable” and called for “the urgent establishment of a nuclear safety and security protection zone.”

Grossi said, “we are playing with fire. We cannot continue in a situation when we are one step away from a nuclear accident. The safety of the Zaporizhzhia nuclear power is hanging by a thread.”

He stressed that “this is a situation that we are still in a position to prevent” and said, “we are still this side of an accident. Let's not cross that line.”

The IAEA Director-General added, “I wonder what arguments could be raised against the establishment, urgent establishment of a nuclear safety and security protection zone.”

Grossi toted that recent shelling had caused “a very, very serious situation regarding the outside power supply, which put us for a few hours very, very close to having the largest nuclear power plant in Europe operating fully under emergency generators, which is something that we've never had before in normal circumstances.”

He added, “of course, and that we should always try and strive to avoid.”

At a later press encounter, the official said, “thanks to the to the work of the operators there,” the damaged line “could be repaired and there is another line on reserve that is now operational and in this, or thanks to this, the unit number six began the process to what we call a cold shutdown now more safely.”

Grossi told reporters, “what we need here really is Ukraine and Russia to agree on a very simple principle of not attacking or not shelling the plant. And we can do that in a very simple way. We have our monitors there, our inspectors there that can inform where whether this is being observed or not.”

The Director-General Rafael Mariano Grossi said, “it is obvious that there is a lot of fighting in the region in general in this part of Ukraine. So, the military activity and operations are increasing in that part of the country, and this worries me a lot.”

He said, “we have been seeing military activity around the plant and I was able to see myself and my team, impact holes, markings on buildings of shelling.”

The IAEA’s Support and Assistance Mission to Zaporizhzhia (ISAMZ) visited the plant in early September following months of diplomatic negotiations. The 14-member mission deployed from Vienna in efforts towards ensuring nuclear safety and security at the plant, undertaking vital safeguard activities, and assessing the working conditions of the Ukrainian staff there.

The Zaporizhzhia plant houses six of the 15 nuclear reactors in Ukraine. It has been occupied by Russian forces since the early weeks of the war in Ukraine, now in its seventh month. Both sides have accused the other of shelling the plant.
