Storyline

“Without peace we will not achieve Zero Hunger and the Sustainable Development Goals,” Qu Dongyu, Director-General of the Food and Agriculture Organization of the United Nations (FAO), said at the Agriculture Ministers Meeting of the G20 held this week in Bali, Indonesia.

“Conflicts, slowdowns and downturns because of of COVID-19, and the climate crisis are the major drivers of our crises today and tomorrow,” Qu said, underlining the war between the Russian Federation and Ukraine, for having multiple implications for agricultural trade, food prices, and livelihoods, since both countries are major players in global agricultural markets.

Qu hailed the Black Sea Grain Initiative, which facilitates exports from the Russian Federation and Ukraine despite the war, as an important step forward, which, according to him, needs to be complemented to improve the food access of most vulnerable countries.

Director-General said that soaring consumer food prices will have devastating implications for global food security and nutrition.

“Food prices are very high for consumers, and input prices are very high for farmers,” he added.

The FAO Director-General noted that there have been some improved forecasts for wheat and soybean markets, but the outlook for maize, rice and fertilizers remains supply-constrained and volatile.

FAO has proposed a Food Import Financing Facility (FIFF) to allow 62 lower-income net food importing countries, home to almost 1.8 billion people, to fund urgent needs while committing to invest more in sustainable agrifood systems at home.

Adoption of the proposal – now taken over by the International Monetary Fund – would offer a quick-acting way to step up the resilience of agrifood systems in the short term, Qu said. Other short-term actions include increasing fertilizer availability – by clarifying their exemption from war-related sanctions – and use efficiency.

While improving food access needs to be addressed immediately, Qu pointed to medium-term solutions requiring more science and innovation, investments in infrastructure to reduce inequalities, and reducing food loss and waste. Longer-term strategies involve improving early warning and early action systems “to increase productivity, accelerating trade and finding innovative solutions to tackle inorganic fertilizer supply constraints.”

FAO’s Director-General also addressed a special G20 session on how digital agriculture can foster innovative agri-preneurship and improve the livelihoods of farmers and everyone in rural areas.

“Digitalization plays an important role in accelerating progress towards achieving the Sustainable Development Goals, by diversifying incomes and unlocking on-farm and off-farm employment and business opportunities, especially for the new generation of farmers and young people,” Qu said.

Director-General pointed to FAO’s Hand-in-Hand Geospatial Platform as a contribution that can help improve investment targeting and ensure that resources are allocated where they are needed most and can be more impactful.

He also highlighted FAO’s 1000 Digital Villages Initiative, which aims to showcase how e-commerce and other digital technologies can improve rural livelihoods.
