The evolution of the situation there since 2018 shows that only by resuming dialogue and consultation can tensions on the Peninsula be eased, the vicious circle be broken, and mutual trust among all parties be built and accumulated to get rid of the predicament completely.”

“Let me be clear, there should have been no excuses for the DPRK’s recent unlawful provocations. We have recently witnessed a series of ballistic missile launches including multiple ICBMs by the DPRK in the first half of this year, in the absence of ROK US joint military exercises. This is a clear demonstration that the false equivalency between the DPRK in reckless behaviour and the ROK US annual joint exercises, which is occasionally mentioned by two permanent members, simply does not hold water. We strongly believe that our defensive endeavours in response to the direct military threat from the DPRK are a duty of any responsible government.”

Following the Democratic People’s Republic of Korea (DPRK) launch of an unprecedented number of cruise and ballistic missiles over the course of just 48 hours this week, the UN Assistant Secretary-General for the Middle East, Asia and the Pacific, said, “given the potential risks associated with any military confrontation, in exercise of its primary responsibility, the Security Council needs to do all it can to prevent an escalation.”

Addressing a Security Council emergency meeting today (4 Nov), Khaled Khiari said, “unity in the Security Council is critical. Security Council unity also creates an opportunity to seek off ramps and sustained diplomatic engagement.”

He stressed that Secretary-General António Guterres “urges the DPRK to immediately return to the negotiating table.”

United States Ambassador Linda Thomas-Greenfield told the Council that “13 council members have joined in condemning the DPRK is unlawful actions since the beginning of the year, and 13 Council members have joined in voting to impose cost on the DPRK that would impede its unlawful weapons of mass destruction and ballistic missile pursuits while seeking new avenues to improve humanitarian assistance to the country's people. The DPRK, however, has enjoyed blanket protection from two members of this Council.”

China’s Ambassador Zhang Jun said, “the US and others claim that the military exercises are defensive in nature, while the DPRK emphasizes that the development of his national military is necessary for defence,” adding that “if each side sticks to its argument and refuses to give way to each other, the situation on the Peninsula will only fall into a vicious circle and be trapped in predicament.”

The Republic of Korea’s Ambassador, Hwang Joon-kook, said, “Let me be clear, there should have been no excuses for the DPRK’s recent unlawful provocations.”

He said the DPRK had launched a series of ballistic missiles including multiple ICBMs “in the first half of this year, in the absence of ROK US joint military exercises” and said this was “a clear demonstration that the false equivalency between the DPRK in reckless behaviour and the ROK US annual joint exercises, which is occasionally mentioned by two permanent members, simply does not hold water.”

He said, “we strongly believe that our defensive endeavours in response to the direct military threat from the DPRK are a duty of any responsible government.”

Secretary-General António Guterres issued a statement through his Spokesperson strongly condemning DPRK’s ICBM launch and “barrage” of other missiles over the past two days.
