Russian missiles and drones have rained down on Kyiv, Mykolaiv, Chernihiv, Cherkasy, Zhytomyr, Sumy, Kharkiv, Lviv, Poltava and elsewhere, destroying or damaging homes and severely disrupting critical services. The impact of such attacks can only worsen during the coming winter months.”

The very initial findings support the hypothesis that the event was not a deliberate attack. But naturally we need to wait for the final conclusion and until the investigation is over.”

Under-Secretary-General for Political and Peacebuilding Affairs Rosemary A. DiCarlo, today )16 Nov) stressed to the Security Council that here is “no end in sight” to the Ukraine war, and said, “yesterday’s incident in Poland near the Ukrainian border was a frightening reminder of the absolute need to prevent any further escalation.”

DiCarlo said, as long as the war continues, “the risks of potentially catastrophic spill-over remain all too real."

The Political Affairs Chief said, “in the past few days, Ukrainians have been subjected to some of the most intense bombardments of the nine month-old war. Russian missiles and drones have rained down on Kyiv, Mykolaiv, Chernihiv, Cherkasy, Zhytomyr, Sumy, Kharkiv, Lviv, Poltava and elsewhere, destroying or damaging homes and severely disrupting critical services.”

The impact of such attacks, she said, “can only worsen during the coming winter months.”

As of 14 November, the Office of the High Commissioner for Human Rights (OHCHR) has recorded 16,631 civilian casualties: 6,557 persons killed and 10,074 injured since the start of the full-scale invasion of Ukraine.

In her address to the Council, United States Ambassador Linda Thomas-Greenfield said, “while we still don’t know all of the facts, we do know one thing: This tragedy would never have happened but for Russia’s needless invasion of Ukraine and its recent missile assaults against Ukraine’s civilian infrastructure.”

Thomas-Greenfield noted that “the UN charter is clear – Ukraine has every right to defend itself against this barrage. Defend its sovereignty. Defend its territorial integrity.”

Russian Ambassador Vasily Nebenzya for his part said that if the previously convened Council meeting “had not been scheduled, we would have had to convene it to discuss the attempts by Ukraine and Poland to provoke a direct clash between Russia and NATO.”

Nebenzya said statements made by Ukrainian President Volodymyr Zelenskyy that pointed to the Russian military as the source of the missile, were “made by a man who cannot fail to have access to information that it was Ukrainian missiles across into Polish territory launched by Ukrainian air defence systems.”

He said, “that means that it's this is not just an intentional attempt to disinformation, but a conscious attempt to involve NATO which is conducting a proxy war with Russia in Ukraine, to involve it into direct conflict with our country.”

In his address to the Council, Ukrainian Ambassador Sergiy Kyslytsya said, “we support a full and transparent investigation to establish all the facts of this tragic incident, and we are ready to cooperate with the Polish side to contribute to this investigation.”

At the same time, he added, “it is clear that the Russian war of aggression against Ukraine, with regular missile terror as one of its core elements, remains the only root cause of violence and human suffering in Ukraine and beyond. As soon as Russia is unable to continue its war, security in the region will immediately be restored.”

Polish Ambassador Krzysztof Szczerski, for his part told the Council that “yesterday sad events teach us how close we actually live to a potential escalation and the spill-over of the Russian war of aggression, with far reaching consequences that we all can foresee.”

He said Poland “decided to act with full restraint and responsibility” and “immediately launched an extensive, multifaceted investigation aimed at explaining all the details of the incident.”

Two civilians were killed by a missile in the town of Przewodów in Poland, near the Ukrainian border.
