Storyline

Under-Secretary-General for Political and Peacebuilding Affairs Rosemary DiCarlo today (19 Dec) told the Security Council that restoring the Iran Nuclear Deal “remains crucial to assure the international community of the peaceful nature of Iran’s nuclear programme and to allow Iran to reach its full economic potential.”

DiCarlo encouraged all Parties to the Joint Comprehensive Plan of Action (JCPOA) – as the agreement is known - and the United States “to resume their efforts to resolve the outstanding issues lest the gains achieved by the Plan after years of painstaking efforts be completely lost.”

She said, “unfortunately, despite the tireless efforts of participants to the Plan and the United States since April 2021 to resolve remaining differences, the United States and the Islamic Republic of Iran have yet to return to full and effective implementation of the Plan.”

DiCarlo called on Iran “to reverse the steps it has taken since July 2019 that are not consistent with its nuclear-related commitments under the Plan.” She also called on the United States “to lift or waive its sanctions as outlined in the Plan, and to extend the waivers regarding the trade in oil with Iran.”

Iran Ambassador Saeid Jalil Iravani told the Council that “the JCPOA restoration is achievable if the US demonstrates genuine political will and stand ready to work towards a satisfying solution and agree to fully comply with obligation.”

Diplomatic efforts to reach a comprehensive, long-term and proper solution to the Iranian nuclear issue culminated in the JCPOA, concluded on 14 July 2015 by China, France, Germany, the Russian Federation, the United Kingdom, the United States, the High Representative of the European Union (the E3/EU+3) and the Islamic Republic of Iran.

On 20 July 2015, the Security Council unanimously adopted resolution 2231 (2015) endorsing the JCPOA.
